I used BIFL last year to decide on this. There seemed to be a lot of good options, so it was a tough choice to make.
I ended up going with the JBL Charge 3. It's waterproof with a reasonably long battery life and it can go high as far as volume.
I'm not as familiar with the new stuff on the market, so I'd definitely check out some of the new stuff, but I'd highly recommend considering the Charge 3.
Obligatory "Use Fakespot and Reviewmeta" when making your choice. I would never say use either website's assessment as "word of law" but I haven't had any bad experiences with products that were rated high on both. (And tbh I just don't buy stuff that has suspicious reviews.)

Why not get a bluetooth speaker and just use the tunein app on your phone? I do it in my truck all the time and it works pretty great! This is a pretty good line of bluetooth speakers:

I have a JBL Charge 3 (Amazon $100). it works great.
I can second JBL rec, I got this one for Xmas and it works great. But I'm also not sure what the difference is between the Charge and the Flip.
I think the price was $90 around Xmas time so maybe it will go on sale again

you might have to cut a bunch of small holes in the bag to keep the sound from getting muffled, and it may or may not be very audible at high speed (depends entirely on how much power its got for volume)
