There are HIDs made specifically for reflector housings. They are designated with an "R" in the bulb number. "S" is for projectors. If you actually look at one, like this D2R, you'll see part of the bulb is masked off to reduce output. Here's a D2S (the projector bulb) to compare.
Some car makers include these bulbs stock, from the factory. They are not the blue ones you see retrofitted all the time.
The name brand Philips D2R are on sale right now for ~$32 on Amazon.

Before replacing any bulbs make sure the headlamp lens is clear and not yellowed. If yellowed/hazy then polish it out.
It's not $1000. You can buy the bulbs on Amazon for $50 each.

These are the HID bulbs I bought for my 2005 - your 2007 may need slightly different ones. If you don't want to do installation yourself, shop around for a place charging sensible prices. I used a place in San Francisco called Luscious Garage that does it for a fixed price.
I assume you are talking about the low beams. If the housing are stock you need two D2R HID bulbs. Always replace left/right bulbs at the same time.
High beams are 9005.
