Yes, that's the newer version, I think I have two of those and two of the older (bigger) version of it, plus one of the horizontal variants.

I just use a wall hanger [kinda like this one] (http://www.amazon.com/Rubbermaid-FastTrack-Organization-Horizontal-FG5E03DWSNCKL/dp/B0009J5NT0/ref=sr_1_7?s=hi&ie=UTF8&qid=1407806538&sr=1-7)(but it screws into the wall). The bike is far enough from the wall to pedal, mounted at the right height to do some work, high enough to be comfortable, and it doubles as storage. Well within your budget. But quite uninteresting to build.
I've never assembled an internet bike, but it shouldn't be too hard. [GCN made a video] (http://youtu.be/M3UIIz8cVms) that shows how to do it, though it probably depends on where you get the bike. Getting the headset and stem properly tightened is the hardest part. But beware that internet bikes wildly vary in quality --you definitely get what you part for there.
