Usually says so in the system requirements. If you go to Spec Ops: The Line's product page, for instance, you'll see that it requires Steam activation -- final line of the system requirements. You're basically purchasing a Steam retail code in that case.

But why consider using Amazon when Steam exists?
It's not just the key issue. These companies believe that the games are only purchasable, and that anyone who plays the game is either a pirate or a legit owner. Because of this they do their best to make people by the game and the best way to do that is to offer deep discounts and incentives so that they will buy.
Look at Spec Ops: The Line. It has been off less then one week and it is already on sale for 50% off. We have also recently seen "pay what you want" on indie bundles and the like. How is it fair that someone can buy a bundle for $.01 and then after playing a game trade it away. NO deal he makes will be worth $.01, so technically he will be making a profit and there is no chance the publishers can match it.

In theory, being able to trade/sell used games sounds great, but there are so many issues that the system would either break some of the best benefits we have received from the untradeable system or the system to handle used games would have to be so bogged down that it is not even worth it because you'll still be forking out cash to jump onto multiplayer servers and other road blocks they can find.
