My small rationale about why I went for these products.
CPU: i5, quad core CPU will handle all games fine for a long while.
Motherboard: Went with an H97 board, it's the latest chipset for haswell-refresh. This board doesn't got the fancy bells and wistles other boards do. But it will it's job just fine.
Memory: RAM is RAM. I went with a single 8GB stick because this was the best looking for the price. Dual channel vs single channel does not mather for us gamers. It "slightly" mathers for video editing, but it's like a 1 minute delay over an 1 hour time frame. You won't notice it.
Storage: I try to always include an SSD in any budget. 128GB is enough for the OS, your editing software and some games. The 1TB HDD is for all your data.
Video Card: The R9-270 is the best budget card you can get for 1080p imho. It will perform very well even on high settings. Just don't put the AA up to high.
Case: You asked for a windowed case with LEDs. This case got the window, but no LEDs. You have to buy an LED strip yourself if you really want lightning. This is actually a very solidly build case and will do you well.
Power Supply: Went with a cheap (after rebate) PSU from a brand I trust. Corsair makes very solid products and got great costumer support.
Monitor: I can only suggest this monitor when it comes to budget builds. It's an amazingly good monitor for the price. Got an IPS panel. Of course, because the limited price it won't have hight adjust.
Keyboard/Mouse: An amazing price for what you get, a solid keyboard with an awesome mouse.
Headphones: Absolutely amazing headphones for the price. You will love them, trust me. Don't think there is anything that comes close to them at this price range.

I just switched from Xbox to PC about a month ago. After about a week or two, I noticed that I actually started to do better than when I was on console.
I use 800 dpi at 20% in game sensitivity. I find at this sensitivity I can aim precisely while still being able to whip my view around quickly. It also helps to have a larger than usual mouse pad. I bought a qck mass and it's perfect for me. It's thick and measures about 12x11.
My keybindings I really recommend you don't have anything bound to left control. I've played guitar for about 7 years but I still find it uncomfortable to stretch my pinky that far.

Assembling the components isn't risky. Different cables fit only in their respective slots and some things are even color coded. Don't force it if it doesn't fit, read the motherboard's manual and you'll be fine.
What's problematic is troubleshooting: if you receive a dead power supply or a dead motherboard and nothing works even if you did everything the right way.
Buying quality components from reputable brands greatly reduces this problem. I've personally never received anything damaged or dead in the past 15 years but it can still happen.
Btw, in case you're looking for a mousepad, I'm currently using this one (6mm Mass version) and it's really nice.
I use my Sensei with the QcK and like it a lot. No problems with it or my G400 or Rival. Not to mention it's super affordable and great for the price. The QcK Mass is only $9.33 on Amazon.
I'm actually looking at this Perixx cloth pad because it's super affordable and looks solid. I've owned a Perixx mouse before and liked it a lot, but just passing it on as something to look at.
SteelSeries Qck Mass Its a medium-sized mouse pad and I wouldn't suggest anything smaller. If you have the room on your desk, I suggest the Steelseries Qck+ for just $5 more. They're pretty high quality and are pretty standard for professional gaming.

Havent had much issues yet. And I have it turned on an axis, so the bottom of mine is shorter than the length (doesnt fit well on my desk normally). Only really have issues when I gotta do a quick 360, although I think my issue is that I'm still not entirely used to having to move my mouse so far for a 360. it is much bigger than any mousepad i've ever had. I should be using it the correct way and letting my hand fall where it lies when i do a big turn, but for the moment I am quickly resetting if i move to close to the edge. Again, its only a minor issue for me, my overall performance is definitely improved.
I solved the problem using a 6mm thick steel series mouse pad which is the perfect size for my hhkb (12.6" x 11.2")

You can get Windows 10 from Amazon as either a USB (like the one I linked) or a digital download. As for gaming mice, I'd personally recommend this entry-level RGB mouse from Corsair because I have a similar one (I have the Sabre) and it's a really solid mouse. Don't forget to pick up a mouse pad as well; I recommend QcK, just pick up the version you want. I'd recommend a monitor like this AOC to start off with, and you can upgrade to a higher resolution later on if you wish. For keyboards, I have three mechanical options and one non-mech: black switches, Cherry MX Silent switches, blue switches (the loudest ones), and non-mechanical.
EDIT: Change the CPU to a Ryzen 7 1700 if you want a more powerful rig, but it'll stretch you to the upper bounds of your budget.

The main benefit of mousepads is that you have less friction when you move your mouse. This means it's easier to move the mouse and more fluid.
I personally use a steelseries Qck+ due to it's big size. I can recommend the normal Qck for you.

Couldn't hurt to invest in a mousepad, I love the QcK Heavy in medium, but whatever floats your boat. Anything halfway decent's gonna feel better than wood.

I'm using it currently, its unbelievably good and comfy. And becasue its very thick and somewhat heavy, it doesn't slide around even one bit. The QCK mini is lame and slides a lot on the table.
Heck even the Sims Mousepad(I have that too, bought after the QCK Mini failed experiment) is better than the Mini if you can give the Sims artwork a pass and the fact that it gets dirty as hell quickly. But honestly though, just grab the QCK Mass, its godlike for that price, you won't regret it! I upgraded from the Sims to the Mass becasue of how awful and dirty-brown it would look on the table. Plus I needed something cushiony(!) and the QCK Mass ticked all the boxes at the price point.
If you want I can click a picture of the QCK Mini, QCK Sims and QCK Mass stacked on each other to give a real idea on size difference. The website doesn't do a good job at presenting sizes.
