I don't know much about insulation, so I apologize if I have this wrong, but I think if I'm blocking the airflow that's a good start, but the heat would still leak out over time with R1 wouldn't it? The more heat I can keep in the less I have to run the heater to keep the space warm, I just don't know how to find the most efficient balance between weight and insulation. Would that just be R2?
And yeah... I've lived in cold houses before when I couldn't afford to turn on the furnace. It's definitely doable, but it's kind of miserable. I would be warm when bundled up but I would feel claustrophobic and start to panic, so I'd take things off and then I'd be cold and it would just cycle. I would prefer to look at what can be done to improve things before telling him to just toughen up.
Heating the whole tent would probably be better done radiatively instead of heating the air. The classic canvas tent with wood stove heats mostly by radiation for example. On a related note why not use a wood stove?
The heater that you linked looks like it isn't an infrared heater. It has IR heat tubes but those heat tubes are used to heat up air with a blower inside that big box. Basically you want something that looks like it would be a good flood light. That heater is a giant box with a little window in the side. Not a good flood light. If it has a fan you probably don't want it either. This is also 1500 watts and looks like it would do a much better job.

My neighbor had a hanging infrared electric heater that hung from the center of a metal gazebo. It was fantastic. I'm not sure how much more expensive it was to run than propane, but seems safer than having a propane unit burning.

So which is it? A two person tent is enough for two people facing each other, but more than that can be a problem. I respect the fire hazards of a heater too much to use it in a 2 person tent. Not to mention the short height. At a minimum, I'd want a 3 person tent if I were the only person in it with the heater, a 4 person tent for 2-3 people in the tent with the heater. The problem is a large 4 person tent takes a lot of time to heat up. I'd say my Mr Heater takes about 10 minutes before I start feeling the heat, and about 45 minutes before the tent finishes heating, and that only takes it from about 35°F to 50°F where it stops getting hotter because the tent is just too large for the heater and one warm body. If you want to be able to stand almost anywhere in the tent, you'll probably have to get a 6 person tent. To heat that at all, you need a larger heater than a Mr Buddy, and heating the area quickly is going to require a heater that puts out several times as many BTU's. This is the smallest I'd even consider for a tent that large for heating that area before you're done with your smoke. Either heater is already over half your ideal budget, and you still need to buy fuel, or a tank plus fuel for the second heater.
Maybe you should get multiple options. Maybe a popup "bathroom" tent for when you're solo, and a patio heater if you have a group.
Another problem is the type of smoking you're doing. I would not smoke cigarettes in a tent with a floor. Super dangerous. Vaping might be okay. Some would say using a heater or vaping in a tent with synthetic fabric is super dangerous, and I can't disagree. At least if I'm by myself, I can manage the risk. Adding others into the mix serious cranks up the danger.

Question about heating a garage.
I currently rent, and the rental unit has an attached garage. The garage has become my main work area. Now that winter is upon us, I want to keep working on some projects, but the garage does not stay warm enough. So I am looking into options on how to heat the area.
Question 1: I am worried about sawdust igniting with propane tank top heaters (Like this one: https://www.amazon.com/Mr-Heater-Corporation-Dregree-F242540/dp/B01BE8FVUK?ref_=ast_sto_dp). Is this a valid concern or am I being paranoid?
Question 2: Does anybody have any insight into propane vs electric heaters. Which one do you prefer?
Question 3: Outside of propane and electric heaters, does anybody have any suggestions on how I should be heating the garage?

I bought a propane patio heater. It works really well as long as the wind is not too strong. Just had a two hour stick in 32 degree temps with a hoodie, no gloves, and no hat.
