I'm in a similar hunt and I want to keep to low ish budget but it seems almost impossible. I settled on the Thrustmaster T-Flight Hotas X for joystick and thruster as the review seem to be good except to say that spending up to over a £100 will get you a better set up, which is hardly the worst criticism I've heard for something.
The pedals I have found (only a few) are all around the same price bracket (a bit high for me but might be alright for you)

Edit: For some reason my brain entirely ignored the yoke part of your question when reading, sorry. I just had finished hunting for some affordable pedals and clearly my brain had just adapted to ignoring all non pedal related input. Hopefully the rudder bit is still helpful.
