Since my TV is 4k, going to need a 40$ adapter(HDMI 2.0) to get that working properly. Incredibly infuriating if I have to spend that much for a temporary fix for my $700 VR ready card.

For HDMI 4k60, you need a card with HDMI 2.0 output, cheapest one that can do it is the GTX 950, which also gives you hardware H.265 decode support, which you'll want unless you have a fast CPU, or just stick to media using more hardware efficient formats. Problem is you can't get it in low profile form.
Other option is to use DisplayPort 1.2, cheapest card I've found that officially supports it is this HD7750 http://pcpartpicker.com/product/YfQypg/visiontek-video-card-900574

To avoid confusion, will I instead need a mini DP 1.2 to HDMI 2.0 rather than DP 1.2 to HDMI 2.0, as the iMac 27" late 2013 had a mini DP port?

Does it have a displayport output? If so, one of these will get you 60fps at 4k. I have mine set up in crossfire and it's great for most older games. New games I still play at a lower resolution.

I also have a Gigabyte Brix S. I have a solution to your problem. First, I can not get 4k@60hz over hdmi using a 26 gauge high speed Monster cable (don't knock me for having it, someone gave it to me) or any other appropriate HDMI cable for that matter, through the Gigabyt Brix S HDMI port. I DO get 4k@60hz from the mini displayport. Stay with me. Club 3D sells a mini displayport to HDMI 2.0 adapter for $23.99 on Amazon. This is the setup I use to get 4k@60hz over HDMI.

The Club 3D adaptor is a bit on the expensive side, but is one of the few adaptors that have been verified by many people as guaranteed to work with 4K @ 60Hz.

If you're getting another adaptor,be careful, most don't actually do HDMI 2.0, even if they claim to work with 4K.
HDR is a totally different story. It's a bit of a clusterfuck on Windows right now. That's something you may need to deal with on your own. The issue is more driver and software based. It's not really a hardware limitation.
