If you're looking to stay cheap and it doesn't have to be absolutely perfect you could trace the size you want and use a utility knife. There's not really a cheap alternative for something that size. You could go with a smaller spade or hole saw and make multiple overlapping holes and then trim off the little triangles that would be left.
