I see your steering wheel has the same problem as mine.
I bought this 2 years ago and highly recommend it. It's only $8 and you sew it on.

Stich on steering wheel wrap for $8

It's not real leather and it took me a good hour to do the stitching, but it feels and looks really nice.
Here's the link for the steering wheel: https://www.amazon.com/gp/aw/d/B00PC0G07A/ref=ya_aw_od_pi?ie=UTF8&psc=1
And here is the thread: https://www.amazon.com/gp/aw/d/B00N4IKOO2/ref=ya_aw_od_pi?ie=UTF8&psc=1
You simply line it up on the wheel and measure 8 times the thread for each segment (two 10" = 160" thread - remember it's double fed, and one 20" = 320" thread).
Here is the video I went by: https://youtu.be/n9hNSkl0eKI
I made it up as I went, made sure everything was lined up and tight. If you look closely you can see my knots - but rather be safe than sorry in regards to it coming undone.
A lot of the stuff you unfortunately can't add.... but one thing you can add is a leather sew-up cover for your steering wheel: https://www.amazon.com/Lemonbest-C0196-Universal-Steering-Stitch/dp/B00PC0G07A

Makes the steering wheel feel nice and leathery, and I like the perforated look, feels sporty to me.
Dude throw that slip on steering wheel cover away and sew one on, it throws off the look
Don't buy a whole new steering wheel. Then you'd have to get it installed and shit. That sounds awful. If it doesn't come out the way you like just get a cover. No, not the shit ones from autozone. They do make stitch on steering wheel covers. Yes it takes a little time but it looks light years better than a slip over Walmart/autozone cover that will undoubtedly be low quality and feature a car company logo, faux fur, camouflage, or bedazzling for some reason.
A quick Amazon searched yielded this guy. I didn't do an exhaustive search so there may be better deals/colors/higher quality/ect out there; not sure. Also you can do whatever color stitching you'd like if you prefer a custom look.
I'd say it's a much better option than a whole new wheel plus the labor costs.
Just my 2¢
All that being said, I'm quite certain you could clean that with some APC, a boars hair brush and a microfiber cloth. If not, look into a steam cleaner. I'm always impressed with what my steam cleaner can accomplish.
I have a 2012, and bought this:

it's been on my car for about a year now, still holding up.
This is the one that I purchased, but there are other by SuperSkin and WheelSkin that are a little more high end if that's what you're going for.
