In my experience, chain tugs that go between the axle nut/dropout often cause more problems then they solve. I would remove the tuggnut. It is redundant, with the jabbernut, anyways.
The best solution would be to replace the hollow QR axle in your hub, with a longer solid axle and track nuts. What kind of rear hub do you have?
