It's not a cheap, or easy solution, but here is what I did for my ceiling fan. First off, I am using Insteon smart devices. I don't see a lot of discussion about Insteon here, but I love it. I've pretty much replaced every switch in my house with Insteon. They sell their own smart hub, but I have an ISY994i from Universal Devices because is works with my security system.
So, on the the fan/light control. I bought/installed an Insteon fanlinc. which installs into the housing of the ceiling fan. With the FanLinc and a Smart hub you can control the fan speed and light with program logic, or your cell phone. But to control it from the wall, I installed an Insteon 6 button keypad dimmer and FanLinc button kit. The end result is a smart fan/light I can control with my phone and programming logic, but also has a nice keypad on the wall for setting the fan speed, etc.
Again, this is not a cheap option (especially if you have to buy the smart hub), but it works great!
My wife is the same way. There's a constant gale-force wind blowing in our bedroom. We use a combination of ceiling fan and smaller fan.

(liked it enough that we put one in our family room, too.) It has about six speeds, from low to Turboprop. They are a little expensive, but they move air pretty well, are efficient, and on highest speed, you only hear the fan blades cutting the air.
The smaller fan is a Vornado 533. It sits on the floor to one side of the bed (about 3 ft away from the bed and down towards the foot) and points toward her head. The Vornado is pretty directional, but it's pretty good at blowing in that direction.

Putting a roof rack on to disguise a good fan is a much better alternative to a sh!tty stealth fan. Another benefit of a roof rack with a solar panel for eg is that it creates some shade on the roof.
For internal air movement, I use one of these fixed to the roof, just behind the drivers seat.

It moves a lot of air around, can be rotated 360deg, folded up out of the way, and is extremely quiet (although mine has a slight rattle at some angles due to fan blades being out of balance, which can be fixed by just trimming a little weight off one of the blades) They're expensive, but worth it IMHO. I've had other cheap ebay fans before, and they're either noisy, or broke.
If you are worried about her bonking her head, go with a caged ceiling fan and supplement with a quality floor fan like a vornado when it gets really hot outside
