Remember they are in a new environment with new parental figures. Do you know their history prior to your custody? It may help, so if not, ask your case manager. Foster care is very confusing for them, even at 24 months.
Taking a half hour or hour is not abnormal for their age though. My kids don't always go to sleep right after bedtime either. They play with their battery night lights or stuffed animals or sing quietly to lullabies for 20-45 minutes most nights. And they aren't even in the same room anymore. If we kept them in the same room they probably would stay up forever.
IMO the screaming isn't typical though, and may be related to the moving about from foster care. With kids in this situation property can sometimes be an issue. It sounds a little silly, but reiterating that this is their bed and their room and only theirs and its not going anywhere and you are there for them etc... may help ease them at night. Maybe get a stuffy or make sure they have anything they need from their other home(s) that were left behind. Foster moves are often poorly organized and executed and Mr. Tuttles the Turtle may have been left behind in all the hub-bub. I've even heard of parents (who are losing custody) intentionally withholding items and information to make it difficult for the state/foster parents. Working with your case manager closely (having them ask previous caretakers the kids' preferences for routine and if there are any special toys or whatever) and asking the kids specific questions (when I go to sleep I like to hug my bear, do you have anything like that?) will point you in the right direction. If nothing seems like that, make something. Make a big deal about it and take them somewhere to get that new night night companion, or dig out your old ones and give it to them to care for on your behalf.
All that being said, I agree that going earlier may be an answer, as well as throwing a late snack in the mix a half hour or so before night night routine (nothing sugary). Lullabies (without vocals) like Bach for bedtime or this one work well. Nightlights make a big difference if you don't have them already too (but allow for appropriate safety concerns - batteries only and out of reach).

This is an incredible gift, so it's a shame I can only be of so very little help.
On spotify there's a song "Down In Manitoba" by Norman Foote. I've no clue what the song's about so I can't tell you whether it's the same, but maybe it's a cover, and maybe that will suffice if you can't find the right one.
The Sun Is Rising is also on spotify under different artists, but the title is a bit more vague, so it's even more a stab in the dark.

Edit: So.... This exists. It's a very shady site, and I think you have to order albums by sending him money and hoping he will see it come through and send you an album back. This is troublesome because the design of the website looks old, so it might be out of date. That said: there's an album with Down In Manitoba on it for $15 CDN.

Edit3: Alright, the last thing I found was this. I don't quite understand (this may have something to do with English not being my first language), but I think you can borrow the entire album from the iroquois ridge branch of the oakville library. I realise Canada is a huge place, and I'm not sure if you even live in Canada, but if you live close to Iriquois you might want to check that out. A better idea would perhaps be to just call them.

5 month old comment. How did you end up here britishben? I didn't realise that Handler was on other Magnetic Fields albums. Anyway the album based off the books is called The Gothic Archies which is also the name of the band. The songs started as post scripts to the audio books. When the last book came out they released them all on one album.

I used to sing a lot of Barenaked Ladies' Snacktime songs, especially Polywog In A Bog, mostly due to the giggles I'd get.

I remember my 50th Anniversary Disneyland CD has "Space Mountain (Daytime Track) listed as one of the audio tracks (Disc 2, Track 10). Because of that I always thought there was a slight variation between the daytime and nighttime tracks. If it was standardized to just one audio track the whole day, then this would make sense why I could never tell the difference. :P
Any Disney historians able to clear this up for me?
By far, the most-used baby shower item that I received was this CD of lullabies from around the world. Both of my kids slept to that music every night for years, and my youngest still loves to listen to it while she sleeps. I listen to it myself sometimes.
God I loved Space Ghost Coast to Coast. I listened to this CD for a long while in the car. I'll have to see if I can find it...

We liked the rock lullabies for when my son was a baby, and now for my new daughter. Kind of like kids music, but a little more palatable to adults.
