I just picked up https://www.amazon.com/gp/aw/d/B01191S0VY/ref=ya_aw_od_pi?ie=UTF8&psc=1 for $33, the reviews looked pretty solid and it does the adaptive fast charging for the galaxy phones if there's only one thing charging.

The buses did have outlets last year, but I wouldn't count on it because they worked only half of the time for some reason. I would suggest buying a battery pack for the weekend anyway because your phone is going to die super fast when it's exposed to the sun. I had signal last year, it might go in and out depending on your provider though. It also might just take some time for messages to go through. I personally don't think a phone is really necessary. I think I called my family once during the festival to check in and my boyfriend used his phone a fair amount to text/meet up with our friends throughout the day. But, we always set meeting points for our camping group if we separated during the day, in case phones were dead. Like, in the morning we'd say "ok everyone meet at camp at 5pm" and if we wanted to go to different sets then, we'd say "ok everyone meet at the Lightning Stage sign at 9:30pm for x set" and so on.
I can't remember if they have charging stations but they likely do, I'd post on their facebook event and tag the Do Lab or whoever is listed as hosting the event page and ask!
I bought a portable/external charger battery to bring to fests. It looks like this, though I can't remember exactly which one I have (I just went for whatever was well reviewed). Just do your research, the more "mAh" it has, the more charges you will get out of it. You just plug your USB-to-phone-charger cable into it, it holds power. Then you can charge a couple times at least when you're at camp. :)

An alternative to a long charge cable is a charge block! I use this one, it charges my phone about 8 times per full charge.

Might be late but I bought this one http://www.amazon.com/20000mAh-Compact-Portable-Charger-External/dp/B01191S0VY for Coachella, charged my Iphone 5S about 4 times, my brother's HTC One 2 times, and my other brother's Samsung S6 Edge once and there was still 12%. I liked this one alot more than any others I've come across because it charged quick, had two ports (still charged quick while both were in use) and it has a flashlight great for festival camping. It's pretty thick (about 1 pound in weight) but definitely a good purchase for $30.00
edit: and the cable it comes with to charge is an android cable so theres that.
I got this one. Made it through Coachella with plenty to spare. Once I got home I recharged and then used only that to charge my phone, just to see how long it would last. I made it 8 full days before it got to 0%.

both of them charge fast enough that I can not only keep my phone on an open the entire time, but itll actually gain charge while playing. I bought the 6,000mah first then found the 20,000 on sale on Amazon the very next day. If I had to choose only one I would just buy the 20,000 because its like 10 bucks more expensive right now for 3x the charge. It is pretty big tho, fits in a pocket but its heavy so i prefer to use a backpack or manpurse
You can always charge from your car if you have one.
But honestly, you should have a battery backup for this exact purpose.
