I can't recommend this K&H cat bed enough.

My chihuahua can't be without it. It's safe to leave on for extended periods. Essentially same idea as a heating pad except its designed to not be too hot and it is inside of a bed designed for pets.

It's actually not a good idea to use a human heating pad for animals because the temperature can get too high and there are no safety measures (bite/nail proof, waterproof, etc).

An addendum (in thought) to /u/Spikekuji's post - a heated pet bed (here's an example of one on amazon; and here's an example of just a heated mat - you could put this anywhere) is awesome for when you aren't around during the day. I have two, and both of my sphynxes are big fans of them.

This brokered the peace in my house (I ended up getting two). They have a larger one that I have too that the rival cats now occasionally share. It was hard to watch the one cat purposely steal the older cats fav spot. Now they have one. Good luck!

Invest in a heated cat bed. We've recently been noticing our cat laying on the living room heat vent whenever the furnace kicks in. Bought one of these beds last night. Hopefully it'll be his new favourite spot to lie.

If you are thinking about an electric blanket, make sure it's approved by a nationally recognized testing agency, has a thermostat with adjustable heat settings, and has an internal temperature control to shut off the blanket if it gets too hot. I use an electric blanket on low heat sometimes when I am at home and my cats love it, but I don't feel comfortable leaving it on when I am not home. He is one of the most spoiled cats out there. He is my baby, and he knows it! I actually had to go onto disability for depression/anxiety/PTSD, and having him around was one of the things that helped me the most. I didn't even mean to get a cat, he just showed up one November day, cold, wet and hungry. Of course, once you feed a cat, you have a cat. At this point I'm getting help to get off of disability, which I would have done regardless of whether or not I had a cat, but he did make getting to this point easier. Once I've gotten a job and hits some of my major goals I'll be getting him one of these.

you might wanna consider keeping her out of the bedroom altogether so at least one room of your home does not smell of cat (your GF may prefer this) if your cat sleeps in a sink, you may want to consider buying a cup bed and keep it at table height (not on the floor) for her to curl up in.
