I've seen this recommended on the Tesla Facebook discussion. It depends a bit on whether the color is removed or the material is actually scratched - and I can't tell from the photos.

If the material underneath is actually scratched away you might need some sort plastic/vinyl repair.
If this is sort of scratch mark made by the material being left behind - like chalk or something leaving a mark behind - then I'd clean it with something like this:

Most are water based and some are oil based. None will last very long. They make products specific for this job, however. They are black dyes that will give you a year or three of fresh black looks and protection. Careful using the stuff. It gets messy and will turn everything it touches black, including the ground.

This stuff is amazing. I purchased my Jeep used and the flares and bumpers looked like the previous owner smeared sunscreen all over everything. This product dyes it back to black. Make sure to wipe it down after an hour or 2. It will come off on your clothes. I did not wipe it off after and ruined a pair of pants after trying to get out of the jeep. It's been 5 months and they still look new. I wish I took before photos.
