In my opinion, the best value would be the Diamondback HP 3-12x42, at $275. Basically an under priced Viper.

Should I get this oer the primary arms?
Nah i don't own the Leupold. It was the optic i wanted but like oyu said, i think i had 30mm rings. They didn't have a mount for a Tikka t3 in stock so i didn't buy the Leupold. I ended up buying a vortex Diamondback HP https://www.amazon.com/gp/product/B00HYRGTES/ref=oh_aui_detailpage_o00_s00?ie=UTF8&psc=1

Something like that is a good choice. If you're dead set on sub 300, they have a 2-8 in the same line that's substantially cheaper; that's more than enough for deer at 200 yards.
I went Diamonback HP 3-12x42. I am shooting 130gr Hornady SST
Sited it in for 200 yards and love it. Mine was averaging 3077 fps at about 10 foot with the Hornady. I also put a Limbsaver recoil pad on it and you barely notice any kick, its great.
