Although none of the following tools are absolutely necessary I find each to be useful and that feel any of them would make a nice gift.
The Knotters tool is a nice all-in-one package that has become my go-to for mobile projects. (And I sometimes pick it up even when I’m at my workbench.) It’s available in a less expensive aluminum version as well but I believe in nice tools.
The jig does nothing that couldn’t be replicated on less expensive/DIY jigs but it’s well put together and allows for easy swapping of buckles when you change vendors. It’s replaced my home-made jig for just about everything but I need to get/fabricate a longer version for larger collars and belts.
The Weller with hot knife tip is my go-to for cut and finish work in the field. I also have an electric rope gun at my workbench, but if I was going to own only one it would be the gas-powered Weller. (My electric gun is a byproduct of my days spent doing yacht rigging.)
I also endorse the paracord scissors sold by The Paracordist. Unfortunately, the store seems to be permanently down. I tried a bunch of different scissors and cutting tools in an attempt to avoid buying these special scissors and in the long run wish I’d saved the time and money by just buying them in the first place. Now that they are seemingly unavailable, I wish I’d bought three pairs.
If you’ve got a bit of the DYI spirit yourself, you might consider modifying a set of Jumbo Long Perma-Lok Needles for your friend. While they work out of the package, I find I prefer to have a few with “sharpened points”, including one sharp enough to pierce paracord to allow passing an end through the body. I have one stock, two with the flat end removed/blunt points, and one sharp “piercer” in each of my kits. Mine were made on a lathe but you could easily shape them using a file and sand paper by spinning them in a drill press (or vice mounted drill.).

I think maybe the closest thing would be something like this.
I have only used it on my bike a couple times, but I love my Weller Portasol
It heats up fast, solders well, and the little butane exhaust port on the tip works perfectly for shrink tube.

because you can adjust the heat to do small or large jobs. and because you dont need an extension cord, its perfect for car work.
but just keep an eye on the tip so you dont burn it. if it turns blue, back it down. you just want it hot enough to get the work done.
