How do you like the oat flour? I'm currently using this oat powder and it's not terrible. It's just kind of gritty and almost feels like sand in my throat. I'm sure it's also more expensive than a bag of oat flour.
I used to do that as well, until I discovered powdered oats. In my experience, for smoothies in particular the powdered oats mix really well and don't make the shake so starchy. They are more convenient too since you just scoop it from the barrel and don't have to cook anything. You have to pay for the convenience obviously, but you can get an 8 pound barrel for $30; MuscleFeast is one I'd highly recommend!

Meal replacement shakes were all the rage back in the late 90's and 2000's but I think they have fallen out of favor for bars and the ready-to-drink boxed drinks.
Tacking onto this, if you are like most people and only want to drink protein shakes cold, you could invest in a Thermos bottle like this which should keep the shake cold through most of the day. Make your own gainer shake using things like protein powder, bananas, peanut butter, and oat powder. Or if you're lazy you can buy a gainer powder mix which is easy calories, but those are usually less nutritionally dense and the taste might not be as good.

I've had a look online for the flours you suggest and only Bob's Red Mill seems available here (UK), but at a huge price. (£13.53 / kg), which would put bread made from it much more expensive than even the "high-end" commercial alternatives.
I'll be checking out the America's Test Kitchen titles, they are available here, and I hadn't come across them before.
I've had some luck with Muscle Feast Oats and Isopure Protein. No maltodextrin/sugar/etc.
