If they're similar Shimano's bar-end shifters at all, the easiest way to tell is if there's a D-ring on the right/rear shifter. If you see one in the product's page/listing (or if the page/listing explicitly says it's switchable, obviously), you'll be fine.
If you don't want to risk anything, just get Rivendell's downtube shifters, which are friction-only.
You could also get SL-R400 levers, which are 8-speed index-only. I'd imagine they'd work with your derailleurs, but you definitely wouldn't have a friction option that way.
