Absolutely not. NEVER even turn over a marine engine without water hooked up and running. The impeller might not fail right then and there, but you will damage it. Even just cranking the motor will ruin the impeller. A flusher literally only costs $7. https://www.amazon.com/dp/B000MT95R8/
