With regards to your tool needs.
Do not skip out on tools, cheap tools are false economy. the buck you save today is the buck they'll claw out of you when it breaks.
Your best bet is to go to your nearest pawn shop (or similar) and get one, I paid £15 for my dremel 200, and no only is it compatible with every dremel attachment I've thrown at it (router, drill press, flex shaft, quick-click cutters/drum sanders, quick change chuck) It's still going strong after 4 years of use.
I'd highly recommend a dual temperature glue gun, Stanley make a good one,
Use low temperature stuff for tacking temporary joints quickly, and hi temp for more permanent fixes.
Get a solder station over just an iron, adjustable heat had been useful to me for not only soldering but engraving the plastics and, well generally melting away excess plastic without burning it all out.
Get the dremel first, and start out with those cheap accessories - but look to upgrade those.
then glue gun, then soldering station.
Take your time to get the tools, the rest will follow.
right now Im using some fancy hose tips with my vinyl tubing. I believe that those match perfectly with the diameter of the tubing of OP which is the same that I use, so no need for glue or fasteners.
I also took some vinyl tubing and put a km rainbow hose handle onto it. for that one I had to use a bit of glue to keep the tubing, cardboard tube in the handle, mouth tip all together. for that I just used a glue gun I had laying around.

I built a ZMR 250 clone. I used a high-temperature hot glue gun as the only method for attaching the ESCs (though I did mount these inside the main frame).
It's worked fine. I regularly use hot glue for many electronic builds. It is not as durable as the electronics silicone (see my comment below about non-corrosive silicone), but it has the advantage of "curing" within 5 minutes, and it releases completely if you put isopropyl alcohol on it, where it touches the other material. Peels away clean, no goo.

Double sided tape and hot glue (from a industrial 3m gun) are the cornerstones of a prototype machine shop like mine.
The Polyken double sided tape is about $40 a roll but you can hog out aluminum on it. And I wont touch an art's and craft glue gun anymore after learning about industrial "hot melt" glue.
