I use this pants as an "over-pant" (I don't know the correct term, but I think you know what I mean). with the velcro at your ankles they get realy tight and so they are 100% Waterproof and won't get into your chain. they have a long zipper down the side, so you can get easy into them. I use them the whole year. in winter they are a nice extra layer for warmth. in spring and fall they are good against any kind of water and mud and in summer I ride them without a jeans underneath and just change into that when I am at work.
I never had to wash them. water from the shower will rinse it off. They are a bit pricey. but mine lastet my for ~ 2 years and is still going strong. (and it is a very 'green' product)

On the really cold and windy days, I wear a pair of these over top of my thermal winter bibtights. I've been doing hour long commutes with them in temps as low as 8F with some pretty gnarly winds without issue. They have been great on longer, multi hour, weekend rides too.
They are absolutely amazing at blocking the cold wind without causing me to overheat. I highly recommend them.

I'm still learning what works and what doesnt as well so keep that in mind. Its also really hard to do techwear for cheap as nothing will quite fit or look like an acrnym pair of pants. One of my best purchases for winter cycling has been a pair of winter cycling pants from amazon for $25 (link here). The DC winters aren't as cold as the Midwest, but I've been fine riding in single digit temperatures with them + a decent coat, gloves, scarf, and hat.

I use something very similar I think, these ones, I got them of a lightning deal for $32 CAD too. So good that I actually bought another pair. I would size one up though, cause they're asian sized. They fit me perfect (5'10", L), without any bulk so it doesn't flap in the wind, and the inner lining allows me to use it by itself all the way down to -4C (25F), and I have a 75min commute too.
I've ridden it through a few downpours, but I should add this caveat. I believe there's one small section (front of the shin I think) that is not as waterproof as the other parts. They've held up quick nicely otherwise and have become my goto pants for the winter.
They're amazing. They kept me warm for all my winter runs and they're so much cheaper (bought them for $20 thanks to CamelCamelCamel) and more fully featured than competing tights (ankle zippers, double fleece lining and a back pocket).

Single pocket I’m back waist for key.
I don’t wear super heavy gloves. Just run-of-the-mill winter running gloves. I pull my fingers into fists for the first couple miles. Then I can’t let them out into fingers.
If it’s windy I may use a balaclava. But my breath will normally freeze on that and it becomes useless aside from being a neck warmer.
I find after a few miles your body core has so much heat to give it sends it back to the extremities. It’s really only the first 20 minutes I question leaving the house. There’s been times I’m out for 90 plus minutes and I’m unzipping the coat. Or the hat is sweaty so I take it off for a minute and then it freezes.
If you’re interested for something on your legs there are some great inexpensive options available on Amazon. As much as I love my local shop, it’s hard justifying $100-$200 for some of the name brand stuff when things like this are available.

If you are on a budget, these pants have been solid for me. Last year, I did a long distance race (113km), and it was -34C for the night portion of the race. They kept me plenty warm with a base layer underneath and are not too bulky. The only downside is that the material stiffens up a bit when it is that cold, but on a budget they were more than acceptable.
I wear these with a pair of long johns underneath. Good down to maybe 10 degrees F or so in that configuration. Water resistant and blocks the wind quite well.

I'm not sure how well they will dump excess heat while skiing, but they work well for less strenuous activities like biking.
I got these this year based on someone else's recommendation in /r/running. I really like the fit. Not loose, but not tight. 5'11 32" inseam is a Medium. I wear them any time below 35F.
Cold running is all about layering. I can get all the way down to about 15-20º wearing some combination of:

There are plenty of good, totally waterproof jackets that breathe well enough. My Dynafit is awesome but I don't love the fit. Check out the North Face Hyperair, Arcteryx Norvan, or Ultimate Direction Ultra 2. But anything this waterproof/light is expensive.
I like these for cycling in. Might wear these under them on colder days.
