Buy a reading stand, and don't fuck around - get a good one. I still have mine in my office 7 years later and use it every day.

I also found it helpful to spend the money to have all my outlines spiral bound so it wasn't just a bunch of stapled paper during finals. If I had books that were more than a couple inches thick I would cut those apart and have them bound as two halves to avoid having to haul around a bunch of stuff I didn't need. Plus spiral bound halves will lay flat, I found this especially helpful in code classes where you are constantly referencing very specific text.
While technically I wasn't suppose to I recorded all my lectures with a directional mic. If you are using MS Word note taking software you click on a place in the notes and it will jump to that part of the audio. Very helpful in December when you realize your notes are shit.
The textbook part complicates it a bit since most of what comes to mind is intended for lighter stuff, like a few pages, or a tablet.

I found this book holder, but it's probably out of your price range (I'd say it is for most people). There's one without wheels for $20 less. I'll try to find something similar but less expensive, though.
Edit: I found a stand that's adjustable height and angle that's about a third the price. There are some other similar items.
