You'll want to hunt in northern california, though I have seen some birds in the Fresno area. I only hunt public land and it is very tough to find birds but that's the game.
Archery for your first time may be frustrating so I would recommend the general season but if you can do both and extend your season, go for it.

Only some areas need an application but most places are open in general here in california because Turkeys are part of the upland game stamp and not considered "big game" like in other states that have them zoned.

I do use tinks 69 during the rut. i'll put a few drops right where I want the deer to stop for a shot, better to use to little than too much. I've tried dragging it in on a string but not much for results. I've also hung scent drippers over scrapes which has probably giving me the best results but mostly to get bucks on trail cam.

I started out with an external reed cow call like this one and am now starting to learn with a mouth diaphragm. Youtube instructional videos will be your best friend. Cow calling is much easier than bugling but being able to do both is best of course.

I am in a similar situation: looking to upgrade from 24" 60Hz to 24" 144Hz. I currently have a GTX 1060 (6gb) installed with my old 2600k(4.5Ghz). (I don't mind dropping all my graphical settings to get max FPS)
I think the important thing is to make sure you can get your FPS up high enough to ensure you are getting the best out of the 144Hz refresh rate monitors. There will be very little point of upgrading from 60Hz to 144Hz if all your graphics card can output is 60fps.
I am looking at the Acer XB240H (£180) which seems to to be cheapest 1080p 144hz I can find in the UK and I don't mind that the colours may look a bit washed out.
Also, I think the only problem you may have with the 23.6" monitor is the resolution scaling, like it may not be a complete 1080x1920...
And just in case your hound gets away from you by accident, it is a good idea to have a good squawker on hand.

I know the Freesync units cost less, but from the models I've seen online where it looks like one OEM is offering the same panel in both versions, the difference in cost is not close to that wide.
For example, the Acer XF240H and Acer XB240H. As far as I can tell, they use the same panel.

You could also try a rabbit call, they are used for greyhounds. My dog is part greyhound and if she takes off chasing something I am screwed (I can't let her offleash unless she's completely fenced in). I haven't bought one of these yet, but I plan too. You can practice with it and reward when your dog comes back.

I normally just sneak ducks or shoot them in the field with my goose spread, so I can't really help you there as I just use a feeding call for mallards.
