Look into getting a dog harness for rock climbers, similar to this one. I don't know that the rear leg support is strictly necessary, but this type of harness gives a good handle for you to support his upper body to allow him some limited mobility. They're comfortable enough to allow them to wear all day, and doesn't restrict them from peeing/pooping.

I can't recommend it enough. It's super easy to put on and take off. Also, he gets excited when squirrels run by. I had a harness like this before, which he was easily able to pull with. With this harness, I can control him from the chest and back, which makes it really easy to keep him under control.
Continual, repetitive training, and consistency with keywords used as commands is the key to teaching your puppy to not pull. Sometimes a little bit of tough love, goes a long way in the long run. And before anyone starts judging negatively, I don't mean scaring, hitting or any of that. Just a firm disciplinary command. A light corrective tap on the side of the chest/waist.
No harness or leash would be perfect but a No Pull Vest Harness could be helpful in maintaining control while not hurting your puppy. Good luck!

I got one of these on Amazon and I love it. It has front and back clips and a handle of sorts on the back. Slip the front on pupper's head and clip on the back. Way more affordable than ruffwear and it's done well over time. Our vet loved it too.

Here's an excuse to share a photo of my 2 year old lab.
When he was around 8 months, he was so strong and excited while approaching the dog park once he actually pulled out of his harness from the leash he was attached to. :( After that, we picked out this harness and this leash. He still uses them both and they're awesome. I very, very much recommend them both. That Ruffwear leash is also cool if you like to go running with it tied to your waist instead.
Agree with notochord that you should retrain her to walk with you using your new equipment.
If you want to try a harness, make sure it's one where the leash attaches in front of the dog's chest, not on her back. If the leash attaches on her back then it will let her pull even more, like a sled dog. If the leash attaches on her chest, it removes some of her pulling power and lets you steer her easily.
Freedom Harness and Sense-ible Harness are both good, if you want to go the harness route.
The harnesses dont fit properly if theyre slipping out, not to mention both of them. You need to get proper fitting ones and train like the other commenter recommended. Even if theyre not usually aggressive if theyre off leash and run up to another leashed dog and end up in a scuffle youre the one liable.
Ive seen this brand recommended on this sub quite a bit. This style should be good and the neck is adjustable, which should be helpful, if they cant get it over their head youre good to go.

I recommend buying it online. It's full priced in the pet stores like petsmart. We got the medium/large size for my husky. She's about 40 lbs, and super woolly/fluffy right now. But fits her really well, and there's plenty of slack for her to grow into it, once that happens.
You could try accessorizing your dog a little bit...This harness is a pretty nifty tool in my opinion. I work with shelter dogs and have "adopt me", "no dogs" and "caution" versions and it at least decreases our negative experiences if I have to put the dog in a bad situation.
First idea, if you see another dog coming, then have your dog sit and focus on you. You need to try communicating with the owner and can't watch your dog for a few seconds, sit will keep them out of trouble. If the owner sees you stopped, then they will be aware that something is up.
The message you want to send to other owners is that you're not ready yet. More people will respond to "in training and can't deal with you yet" than "get your dog on a leash, wtf are you doing?" You're not trying to berate people for being off-leash, you're just trying to take care of your fluff.
Another potential solution if you feel comfortable is to try and body block the incoming dogs if you can get yours to sit off to the side or behind you as both dogs and people will understand this as "hey, go away" and again communicate "hey, we're not ready for this."

It took him a little bit to get used to it. We put it in him about 10 minutes each day, when we have time, and play with him with string & toys so that he realizes he can run around and still move even with his harness on. It's a kurgo journey! This one has lasted about a year and a half and the one my bulldog has has lasted two years and they're still going strong. Definitely recommend it.
Sensible Harness. That harness is a back hooking harness, and although it may allow some control over the center of the dogs body, the Sensible Harness allows far more control. The Sensible Harness hooks to a hook on the chest of the dog. This harness allows full control over the front half of the dog. Whenever the dog pulls, it is immediately redirected towards you which allows for praise and treats. It eliminates all pulling. I use it on each of my dogs even though they are quite good on-leash as is.

It’s a Ruffwear Front Range Harness (Small) - $39. No handle on it, but because these guys are not large, not really necessary, as you can easily just grab the harness itself if you need to. Very easy to put on and off as you just slide it over the head and then snap/clip around the body - if it takes more than 4-5 seconds to put on you’re taking your time.

It's never too late! Dogs, much like people, can learn new tricks at any age. In terms of pulling, there is a training free option. A front clipping harness can alleviate pulling in most dogs.
See, dogs have this instinct to pull against a force, so the more a force is pulling them back, the more the try to power forward. The clipping in the front redirects the force to the sides and front of the dog, tripping up that instinctual response.

I would not bring your Frenchie with you. 80-90 degrees is too hot for them to be outside even in the shade with water, in my opinion. Short-nosed dogs have a pretty hard time cooling themselves and you don’t want your pup to get heat stroke.

Honestly, I've tried the "pet specific" ones and they sucked. I switched to dremel and haven't looked back. Sorry I can't help there, but have you tried doing some positive reinforcement training with the dremel? Try to get him used to the noise without using it on him and working on moving closer?

This looks very similar to the harness I bought for my dog. She doesn't pull much now, but when I was first training her, it helped a lot. We used a leash that attached to the collar and the front clip of the harness. When she got excited to meet a person or dog, we used the harness clip to keep to keep her from choking herself.
I use a Truelove Comfort Control Harness and a seatbelt clip. I have driven from Houston to Austin a few times with no issues.
Plus, Barley loves it!
I was warned of this type of harness when I bought one for my pup. However, I found that the front clip harnesses that are in a Y shape across the chest (something like this: https://www.amazon.com/Eagloo-Harness-Walking-Handle-Reflective/dp/B075GG99Z8) had much more positive reviews with fewer potential health hazards.

It's super-reflective, light-weight, and there's an easy-grab handle which is great for the dog park.
We use the front-clip for structured walks and the back-clip for long lines or Flexi leashes.

I have found a few different things helped to different degrees.
This harness has a front AND back clip (AND a handle to make it easy to switch between on a walk). I can switch to the front hook if it's clear my adolescent is having one of those days. It's more secure than the strap front clips, so I don't have issues with it sliding around.
Taking classes at a pet store helped my puppy learn to be able to walk by other dogs and people without needing to great all of them simply because she is exposed to it so much. You could just make an effort to do one walk per week at a pet store so you can practice.
As for chasing squirrels, I have a terrier, so I figured I would never be able to break this habit. However, to my shock, I really can get her to leave it. I think this is largely due to the flirt pole I made. (She has to leave it, drop it, sit/stay to get to chase and engage with the toy on the end. And if you are interested, be sure to take precautions with a puppy so they are not jumping around but instead chasing/catching.) The second part that has helped is that our intermediate class demands she sit/stay while we bounce balls, throw toys, etc. The trainer explained that if they can stay while a ball is bouncing in front of them, they can listen while a squirrel runs ahead of them.
Lol, I tried that with my sneaky kitty. She did the classic side flop and refused to move. I sat next to her or moved her to the part of the yard that she always slinks towards. I gave up and didn't have the patience to continue. I bought a cheap harness and leash. My cat learned to twist out of hers eventually. I recommend a comfortable, sturdy harness.

You don't need any certification to be a service dog as long as the dog is trained for a specific task that is directly related to the person's disability. Just being well-behaved or an emotional support animal is not the same thing as a service dog.
If or when you feel that your dog meets that criteria, I would just buy a service dog vest and move on with your life.
I actually just order this Big Dog Harness. Seems to have decent reviews and has multiple leash connects. I also purchased a martingale collar. I want to be able to use both and not be limited to just one. Hopefully with training, that'll be attainable.

I bought one of these for my boyfriends dog when we would go to public places and they work really well.
If both walking out and fashioning a litter/sled are out of the question, something like a rappelling harness might to the trick.

Literally anyone can go online and buy a vest that says service dog. The same goes for any online "registry" of service animals. They and the dumb cards they give out have no legal standing with the ADA.

This is the one I have. Clip the leash in front and if he pulls it will turn him to one side, it really annoys Orion.
Some people are opposed to these, but a prong collar might be your best bet, especially with a dog of that size. They're designed to stop the dog from pulling. Another option is the pinch collar but I find those don't work as well with larger breeds.

If you're averse to that, try a front clip harness or gentle leader. Front clip harnesses make the dog flip 180 degrees (so it's facing you) when they pull too hard. It kind of frustrates the dog and helps it stop. Leads work similarly, by pulling the muzzle down and away when they pull too hard.
