My fingers are the first part of my body to protest when I ride in the winter weather. I tried a few different budget gloves before I said fuck this and coughed up for a pair of Castellis. I use these and my fingers stay nice and toasty. Make sure to clean your bike more often than you do in the warmer months, salty road spray can do a number on your components. Fenders on your road bike are not a bad idea either.

If you feel prone to falling, you should ride it on some very quiet streets and get used to it as much as you have time to do. Figure out the gear changing there, too. You should soon get the feel for keeping the bike straight while switching gears on your downtube shifters. Plenty of cyclists use those still, it just takes a little practice.
Also, if you really think you're prone to falling, wear something that minimizes road rash. At least until you don't feel like you're gonna fall anymore. Something long sleeve with a heavy, kinda stiff weave, like a Carhartt jacket maybe. I've been in a few accidents where I hit the asphalt and a heavy duty jacket really helps minimize the scrapes. One of the nice things about those is that you can wear warm woolly gloves underneath like a liner. I take the liner on and off to regulate body temp.
I actually go the other way on shoes. I don't use covers or even try to waterproof them as I live in a rainy place. Instead I use wool socks. Nothing seems to work as well.
Your ears will go next after you fix the hands and feet. I'd suggest a headband. There's a ton of ways to solve that.

I've been riding with these for nearly 18 months.
They're lightweight and mesh-backed so they're good for all-weather riding. They're thin enough to fit inside a warmer glove in colder weather.
The padding is in all the right places and I've never had any chafing. They've stood up to >4000 miles of riding, several trips through the washing machine, and are still going strong.

They saved my knuckles from side-trail trees. They breathe great, and are very comfortable and flexible. Has some material that is rubbery but hardens under impact.

I would recommend getting some biking gloves, they're thin and lightweight, and fingerless, so they won't be uncomfortable at all. I wear a pair of these for mountain biking, and they've saved my hands many a time.

I typically only wear safety gear when I trail ride. Above is what i wear. I only recently started using wrist guards because of a couple almost disasters that caused my wrists to be very soar. I actually like wearing both at the same time. These are very light wrist guards that only restrict movement but your hands are still usable and comfortable.
I actually would not recommend bar mitts for just 32F (I own bar mitts and love them for Wisconsin riding). Bar mitts really shine and below 20F. I currently have these cheap gloves and they keep my fingers warm down to around 25F, but I do tend to run a bit warmer than most people.

instead of cotton t-shirt, switch to a merino wool (like smartwool) base layer. synthetic base would be ok too if you want to save some money.

on gloves, you can go with a heavier cycling glove, there are many options, just go to an LBS. Another option is to buy a lightweight glove shell that will help with wind blocking & also water proofing. You can wear it alone in warmer weather, or with one or more glove liners (go for wool again) in colder weather. Be sure to give yourself a size to make room for the liners.
the buff is good/versatile, but as it gets colder a full helmet liner will keep more heat (and usually can still pull down over your ears.
