Whatever works best for him; I would always wash my shoulders with my hands in the shower, so if he can get some cleanser on a soft brush in the shower that will make it easier to rinse off. I just found this on Amazon and it looks like it would be a nice gentle scrubber. Apparently they even make things to help you put lotion on your back!
By "don't overdo it," I mean the exfoliants I linked to are pretty high-strength, so even though it's his back and not his face you'll want to take care not to do it too often or it will probably dry out his skin and make some things worse (I can't say how often would be best, it will just be trial and error). Paula's Choice sells more gentle, lower-concentration exfoliants if the ones I linked are too hard on his skin.
You just rinse but don't use it on the ACTUAL bits. Since you are using a chemical to dissolve the hair you do need to be careful.
Since the anus, and especially your actual genital skin, is rather sensitive you want to not hurt your self. Spread the nair in a thin is layer across the hair you wish to remove. Though the backdoor is a bit more resilient and it wont be bad if you get a little on the old rusty sheriffs badge . So it's more the front bits to worry about. As long as you are careful and follow the instructions exactly it's all good! :)
EDIT: Make sure to either buy an applicator or get some nitrile gloves to protect your hands. Also I have heard you can use it on your actual junk if you get the sensitive areas stuff, just don't leave it on for longer than instructed.
Also IF you can trim the hair first it helps as it makes the Nair not have to eat through so much hair.

Sorry I'm so late to respond, but I just got whatever was cheapest on Amazon. I think I have this one:

I wash it with soap and water after each use or around once a day on beach trips and it has held up really well. The handle gets sticky from holding it with lotioned-up hands, but if you clean it regularly it's not an issue. It's honestly so helpful, even when I'm on vacation with friends and family, because then I don't have to rely on anyone else getting out and drying off to help me get my back covered.
There are devices like this one: http://www.amazon.com/Aquasentials-Aqu-3611-Easy-Lotion-Applicator/dp/B001D8ZGAM/ref=cm_cr_pr_pb_t/181-1830303-4705465 (sorry I am using a reddit app on my phone and can't figure out how to embed the link). It's like a sponge on a stick made specifically for putting lotion on your back. Pretty neat.

This seems like something that might work? I've not got it very bad on my back so I've not had this issue. /u/notfoursaken suggested a wooden back scratcher but maybe something like this might work a little better? It's only like $7.
This one on Amazon has good reviews from thousands and is cheap: Aquasentials Easy Lotion Applicator
Disclaimer - I have never used it. I am not living alone so I currently don't need any.
I use a back scratcher with a little ball on the other side. Not for that and I had to gorilla glue on the ball. I can't get moisturizer or exzema creams on to the middle of my back, which is quite dry and itchy. It use it because it's long. I also got something like this on Amazon, which rubs stuff in better, but it's not long enough or angled ideally.
My roommate uses Lubriderm Men's 3-in-1, and he really likes it so far. You might need to get something like this to apply it to your back.
You HAVE to get one of these
I got one last year ant it is amazing, they are pretty cheap, get one for sun block, and one for the lotion after.
They actually make some lotion applicators like this. I haven't used one but it seems like it would work.
You could get a back applicator like this. I've always just been able to reach my whole back with my hands though. Curious, can you touch your hands behind your back like so both ways? It could be a shoulder flexibility issue.
I use this applicator. There are others made out of cloth but this one is like a foam material, a little more solid but still soft. The cloth ones absorb too much lotion and I feel like it’s a waste.
My new routine: Put Abolene on back before shower. I consider it a mineral oil treatment. As a body wash I use Selsun Blue Naturals Shampoo with SA (it's 3% and amazing), this is my only body wash. I use a soft loofah brush for back. After patting dry I use Mario Badescu Honey Moisturizer on my back, this is a AHA and vitamin face moisturizer, and has been amazing for my skin. This routine is time consuming and a pain doing but the results have made it worth it.
I use this back brush for lotions: http://www.amazon.com/Aquasentials-Aqu-3611-Easy-Lotion-Applicator/dp/B001D8ZGAM/ref=sr_1_2?s=beauty&ie=UTF8&qid=1397125828&sr=1-2
I don't continuously use self tan because I'm too lazy but I have the St Tropez stuff and like it. I use the St Tropez Dark Mousse because I can't even see a difference with the regular. Two applications in the same day of the dark still leaves me the lightest person in the room, just no longer ghosty. The few times I did continuously use it I reapplied every three or four days. The day before I reapply I use an AHA lotion like the Alpha Hydrox body lotion to exfoliate for a more even application.
I wear gloves or use a tanning applicator mitt and then use this doohickey to apply it to my back:

This one has good reviews and it's inexpensive.

A friend/roommate/partner?
Otherwise I might try something like this which is essentially a sponge on a handle.
Try something like this; search "lotion applicator for back":

...with your arms? I do it almost daily.
Or use something like this if you can't reach your back.
I burn like anything so when I’m the USA next month I’m going to buy this! https://www.amazon.com/dp/B075DHG83K/ref=sspa_mw_detail_0?psc=1
I use a lotion applicator in the dry months of the Winter so that I don't need to keep pestering my family to put hydrating cream on my back. It's not a roller, but works well.

I think he means, how does he moisturize an area of his back he can barely reach without asking his new roommate for help. The answer is one of these.
they do make lotion applicators for backs like this.
Paint roller
(I personally don't use that, but saw a gif of someone using it on their back a week or so ago.)
Here's a link to one on Amazon and a bunch of other options are out there
You need what's called a lotion handle or lotion applicator! Look around on Amazon or even at a medical supply place for different versions. But here's an option so you have a general idea: http://www.amazon.com/Aquasentials-Aqu-3611-Easy-Lotion-Applicator/dp/B001D8ZGAM/ref=pd_bxgy_hg_text_y

They actually make products just for this purpose! I love mine. I don't have to rely on my husband to put my lotion on my back every night.

How does this look?
https://www.amazon.com/gp/aw/d/B001D8ZGAM/ref=sxl1_a_it?qid=1465891551&sr=1
try a lotion applicator. it's basically a sponge on a stick and amazon has some inexpensive options.
There are applicators for applying body lotion. Also, mitts designed for self tanner, so you don't get really orange hands would work. https://www.amazon.com/Kingsley-Lotion-Applicator-Wood-Handle/dp/B0016160MO/ref=sr_1_5_a_it?ie=UTF8&qid=1491678339&sr=8-5&keywords=body+lotion+applicator

Flexible or if you need something stiff.

not a stupid question at all. I have pretty flexible arms/joints from doing yoga, so I'm able to reach my back by myself if I need to, but normally I have my boyfriend do it, or my mom. whoever I happen to be hanging out with that night.
if you live alone or don't feel comfortable having someone else apply it for you, you can get a lotion applicator wand.
I would use an AHA moisturizer with a back application tool used for sunscreen. Even though AHA maybe too harsh for your face, your back is a little less delicate. I would do a spot treatment first (like on your arm) to make sure there aren't adverse reations.
Speaking of sunscreen, always use sunscreen on that area. Or cover up with breathable fabrics. Sometimes, porque no los dos? (Sometimes, why not both?)
Whatever you do, do not get super aggressive and scrub aggressivly. Your skin, no matter where it is located, can only handle so much exfoliation.
Source: skateboarded down a hill on my leg, got a wicked injury (skinned all the way to the bone) and babied my leg to an almost 'no scar' situation about a year after healing.
EDIT: a link to the back application tool I referred to in the first paragraph: Aquasentials Easy Lotion Applicator https://www.amazon.com/dp/B001D8ZGAM/ref=cm_sw_r_cp_apa_XtqjzbGJPNY2N
