Brasso or never dull for polishing. Those are metals that need attention to look great. Like Zooshooter said you may want to try sealing it after a good polish.

I'm not going to get into a whole big discussion about whether to clean or whether not to clean, but I never understood why other drummers don't like nice, bright cymbals. Some say that it somehow affects the sound of the cymbal, but I can't imagine that you are removing enough material (maybe microscopic amounts, if any) to make a difference in the sound of the cymbal, but then again, I'm not a metallurgist either.

That being said, I use Wenol on my Paiste Sigs and used to use it on my Zildjian A Customs. Never noticed a difference, other than the way they looked. Just be careful around the logos, if having them intact and looking nice is something you're concerned about.

If you don't mind buying from Amazon, I bought Graftobian Powdered Metal - Gold which needs to be mixed with a couple of Graftobian Magic Set Mixing Liquid and covered my whole body for MoMs Ball last year. It stayed on great for 4 hours and came off easy in the shower. I did not notice any browning.

Tarn-x is awesome, anything similar will clean that baby in seconds! They have many similar brands with differing names.

a patina or tarnish on silver is kind of expected if its been handled ever.

I used Midas Touch Metal Polishing Cream https://www.amazon.com/dp/B075SWTZ8C/ref=cm_sw_r_cp_api_i_BuCDDbKVEDYPB on my Leaf60 weight and it cleaned it up nicely.

John Riggs on YouTube uses Brite Boy in a lot of his Open Cart Surgey videos and says it's way better then Brasso and can really clean up pins.

Brasso or Nevr-Dull work great. Why bother, it's a never ending task, let the natural patina continue to develop.

apply some of this ( https://www.amazon.com/Rust-Oleum-300112-Rust-Dissolver-Gel/dp/B07HSHZZ79 )and let it sit for a while. take a wire brush to it and and rinse off. when it's dry, take a MAP gas torch to bolts, hit them with pb blaster and break free.

What date is on the inside of the handles? It's usually something like 0895 for August 1995, or 0900 for September 2000 etc.

[Weiman Silver Cream] (http://www.amazon.com/Weiman-65-Silver-Cream/dp/B004X8IV24/ref=sr_1_2?ie=UTF8&qid=1396484522&sr=8-2&keywords=weiman+silver+cleaner) is the best. Don't use "Tarnex" or similar "dip" stuff -- it actually chemically removes a layer of silver.

You can still buy it today. It’s good stuff. More of a polish than a cleaner.

I could only find it on the Amazon UK website, but the stuff you're looking for is this NOT the wadding kind. It's much gentler.

You'd be surprised what Deoxit can do for situations like you've described. You can get it online or sometimes at Home Depot/Lowes if you live in the states.

Just use a good silver polish and a soft buffing cloth. Get a bottle of Tarni-Shield by Scotchguard.

Autosol is a godsend for taking off rust spots from chrome or any corrosion from metal. I use q-tips or papertowel to apply and buff it on. It also leaves a protective film.

Use disposable gloves as it's not particularly good for your skin, though.

I heard this stuff does wonders man and doesn't leave reside, like Brasso. Give it a shot and is recommended by a few streamers and even Youtuber's like John Riggs.

for those of us in the states, what is this stuff?

I found this stuff on amazon, seems similar to the stainless steel anti oxidizing gel you're talking about. Seems mildly acidic? Would be careful to not get this anywhere else other than shiny stainless steel parts. I would be worried it would take off the chrome plating after a few applications on a chrome plated part.
