Well, this jacket is amazing. I have been wearing mine for about a year and a half with all-weather riding. It's armored but the armor is removable, it's lined but the liner is removable, and it's vented and has gussets in the shoulders so it's comfortable while riding. And it looks great. It's not too expensive at $140. But it might be out of your price range.
As for helmets, you'll get a lot of hate here regarding open-face helmets. I get it, but it's my choice. As a beginner I'd suggest a full-face until you're confident on a bike. HJC makes decent helmets for cheap, if you know you'll be replacing it not too far down the road. But if you want an open face helmet I would recommend avoiding A) true vintage helmets because of deterioration issues and B) vintage reproduction helmets, because they just aren't comfortable. I use this helmet, and I love it. I accept the risks associated with an open-faced helmet; a beginner should not, but many do. That's your choice. Nolan makes good helmets with modern fitments like the quick-release strap and the removable liner with moisture wicking and anti-fungal magic whatever. They don't get much love in this subreddit as a brand, but they're good helmets.
As for the bike, yes! The CM400c is a great beginner bike. It's actually nearly the same bike structurally as the Nighthawk 450 I mentioned earlier. Same engine casing (it was bored out to 450 and they added a valve to the head in 1982 a year before dropping the CM line and creating the CB450SC), same frame, same calipers, master cylinder, swingarm, the list goes on. Having owned the CB450SC, I can tell you that it's a breeze to maintain and it's a really fun ride. The similarities are also important, because it makes it very easy to find parts if anything breaks. If you can't find it for the CM400 (c or otherwise) OR the Nighthawk 450, you're not looking in the right place. It's a fun bike to ride (not as fun as the 450 model CM or the Nighthawk, but still fun) and while the styling is more cruiser than UJM, it looks good; like a little brother to the CX500c, but with a better engine design. That 400cc SOHC engine is really easy to maintain, and it falls into the "rock solid Honda" category in terms of reliability. And because it's on the cusp of collectibility, if you maintain it and keep it looking good and running well, you can easily get back what you paid for it, if not more. And because it's relatively easy to maintain, you'll learn a lot about how that bike - and motorcycles in general - work. You'll learn to change/clean/adjust chains and sprockets, spark plugs, and oil. Electrical work isn't too hard on that bike, either. If the bike runs well, you'll learn a lot from it, and since it's not a huge bike, you'll be able to transfer a lot of the knowledge and experience gained from a MSF course over to the bike without having to adapt that information to a larger bike. Motorcycles can be expensive; remember that. But most people here would agree when I say that it's totally worth it.

They do the sbk lasik that durrie vision uses and appears to actually use the same exact equipment in the in the same lab, but by allowing a resident to do it under supervision of a physician you can have it done for $3,400 instead of $5,500. (these were prices 3 years ago, so they may have come down)

I ended up using http://www.grineyecare.com/?page=lasik. They do the actually procedure in a shared office used by other eye doctors off of 75th street in prairie village. And some eye doctors will use grin for the procedure itself, but have you come back to them for follow up checkups.
After 3 years, I have a very slight prescription, but not enough to make me want to do the procedure again and assume the same risks all over again. Another person I know has a perfect 20/25 using the same clinic.
I had a really dominant right eye which made the adjustment harder. It actually took the full 18 months for my vision to fully settle down and during the first 6 months reading anything close was harder due to the new imbalance(or balance) between my eyes. I used a lower resolution on my computer and a lot of zooming. I also couldn't even read the license plate of the car in front of me, but could read road signs that were further away. It was weird.
Overall, it was definitely worth it.
I do feel night vision is slightly worse but largely due to the slight prescription. There are no halos or starbursts, those went away within the first year. I don't think halos are as big of a concern with the bladeless lasik because they cut a larger flap so your dilated pupil doesn't cross the seem of the flap. In my last eye exam they diluted my pupils and that didn't even cause halos.

For the first few days, having those clear motorcycle glasses on while working saved me a ton of money in eye drops as well as when you had to walk around or leave your house to get into your car. I also got sun glass versions for driving. Even with them, I you still will end up spending 100 bucks or even more on eye drops after the procedure. I used drops like crazy because I didn't want to risk my eyes drying out. I also slept with the motor cycle glasses on for the first few weeks, it seemed to help a lot to reduce dry eye while sleeping. Put in eye drops, put on glasses, let them fog up due to the amount of moisture and sleep.
Even at home, you can put drops in, the glasses may fog up, just vent them a few times until you get the perfect balance of moisture locked in without fogging and you can wear them even at home watching tv to keep your eyes from drying out. You'll know when you don't need them anymore because your eye's won't get really dry without them.
Also, maybe you won't have as bad of dry eye right after the procedure, but I felt I had dryer eyes before getting it, so I used the glasses more as a precaution.

I once had a nice pair of ski goggles that were dual-paned, separated by a thin layer of EPDM (or something similar), with vents at the top, and bottom. Worked wonderfully when I was winter-biking. Something like this

I'm pretty sure the duty cycle for starters are based upon dissipation of heat (although there is probably wear&tear from friction). IIRC you want to avoid keeping it running for extended periods.

Yes I think you'd want a lighter oil (the latter number in the oil mix should be -20, as -30 might still be at the edge of your usage range)
My first set of gear was the First Gear Kathmandu jacket,pants and boots. The pants and boots lasted about one season. I got leaks in the toe and crotch...not worth the money.
I decided to upgrade before last winter and went with the Rev'it Neptune 2 jacket and pants, TCX gtx boots, and Rev'it Kodiak gloves. For as much as it rains in the winter and spring here I find the Gore-Tex worth the extra money. The thermal layer in the Neptune suit is ample and I never found my body or legs cold while riding at 0530 in temps at about 32-34F. However, I did find that my fingertips would get chilled. I do use heated grips and have Bark Busters to cut the wind but the low 30's is cold no matter what. I must note that the TCX boots are also solid and quite warm my toes were only chilled once last winter.
Besides the typical riding gear I'd recommend a pin-lock visor. The damp and foggy mornings can be a bit rough and if it wasn't for my pin-lock I'd have been blind. I also recommend buying a thumb squeegee. These do nicely! I'll further recommend wearing Under Armor cold gear or something like it. A good base layer is, imho, essential to winter comfort.

Edit:: My NUMBER ONE piece of gear is my merino wool buff. I never ride without it. Keeps the neck and face warm in the winter and wicks away sweat in the summer. Worth every penny!
Well I accept the fact that I'm going to have to take my helmet off for certain things. Thankfully I haven't had an accident test, but it's held up well to a year of use so far. The actual engagement is metal on metal inside of a plastic sheath. Overall I'm confident that in the event that helmet meets pavement, this won't be my failure point.

Oh, and get something to wipe your face shield with. I have a pair of Held gloves that have a wiper built in but I also have some that slip over any glove that work well.
Frogg Toggs are great. I wear them over my ridiculously expensive BMW gear because they're cheap, easy to put on, and just plain work. I have a larger set that I wear over a back pack.
Get some Rok Straps and you can secure stuff to the pillion. Maybe even a luggage rack.

There you go. yes its cheap in comparison to real high end motorcycle helmets but its a darn good helmet. I think it looks cooler being full faced anyways. And yes "4lbs is heavy for a helmet" people say but unless your neck is a twig its fine i promise. its the only style helmet i wear.

The JT ProShield is a FANTASTIC paintball mask that has enough room to fit most glasses. It also has a attachable fan which eliminates all fog. I've played in rainy forests in these goggles and have had no fogging issues even while wearing glasses. You may run into som ADS issues which can be solved by buying a rail riser.

This setup is what I currently use. These googles have prescription inserts which you can order directly from Revision.com I bought the googles from Evike, and then order the RX inserts filled out with my prescription from Revision. This method will cost 150 for the goggles and 100 for your prescription and the inserts. This method also takes more effort. I had to call my ophthalmologist to find out my pupillary distance and other info.

I went with an IV2 Helmet from Amazon. I'm guessing that the same chinese manufacturers supply Cyclegear with helmets that get the Bilt logo and a price hike.

It's really pretty quality. Its got removable everything, and the joint that locks the chin bar down is a metal connector. There isnt any obnoxious wind noise that has bothered me either. Seals up really good. It's a bit heavy, but most modular helmets are from what I've heard. Comfortable inside, and less than 60 bucks before shipping.
Cyclegear sells the exact same helmet with a Bilt logo for around 70, which is cheap as shit if you pick it up in the store.
I'd go try it on, but I love mine. I even bought some cheap headphones on amazon and added them into the little ear pockets and wrapped the cord up under the padding so I can jam to tunes on my phone while commuting. I'd buy another if anything happened to it.
They make belts with handles for riders who cant hold on otherwise. You could ask him to get one on top of the other gear. Buying it for them might seem like you're giving your blessing..I don't know if this is the best or anything. I had a similar product for jet-skiing. It worked well.

Hub/Cycles for Change usually have a class I think. There have also been seminars at the Winter Bike Expo. A lot of it comes down to clothing selection and regular bike maintenance. We salt our roads heavily and wiping off snow after riding is worth the time spent. I highly, highly recommend using a "wet" lube instead of a "dry" lube on your chain. Avoid Tri-flow, Finish Line Dry/Red, White Lightning, anything "wax." You want something like Rock and Roll Gold, Finish Line Wet/Green, Chain-L... something "wet."

My commute is very short, so I'm not looking for a full body suit or anything.
Ideally, I just need some warm pants I can wear OVER my jeans that are not too expensive and some layer suggestions for my torso.
My current jacket is technically for the summer, so there are some areas with mesh that allow wind through, but so far I've worn a thin baselayer, a flannel, and light jacket, all underneath the motorcycle jacket and I've been fine.
But today is 20-something degrees with windchill and I'm sure I'm going to feel it.
Have any suggestions? What do y'all wear?
I also take a motorcycle to work and throughout the day -- It's my only vehicle so I'm constantly taking my helmet on and off. It's been about a year, and I haven't had the problem you describe. What model of motorcycle helmet do you have? Mine is the kind where the entire face flips up, rather than just the visor (not sure if describing it well), so when I put the helmet on no part of it comes in contact with my face. (This is not the helmet I have, but it's a similar design.)
I used to wear CeraVe AM as my morning sunscreen, but recently switched to a physical sunscreen. I was somewhat concerned that the physical sunscreen would be more likely to rub off but so far no problems.
Overall, I'd recommend CeraVe AM as a good sunscreen, I think that the miracle suggestion you're looking for might be to look into different helmets that don't scrape against your face rather than a different sunscreen.

Get a scarf or something to cover your throat and mouth. I live in Wisconsin and it gets cool here early, and anything below 50 degrees makes my throat burn when I run. I ordered something a lot like this and it helps the air not be so cold on the way in. Helps a ton.
I live in Seattle and ride every day there isn't snow on the ground, which is most days, so that means a lot of riding in the rain.
I run Dunlop Q3's. Fantastic tires, really sticky, even in the rain. Mine have 5000+ miles on them and still look pretty good, but all I do is commute and don't ride very aggressively.
You'll also want to think about your helmet fogging up. Some brands of helmet don't fog much in the rain and cold. I have a Shoei that just looks at a puddle and fogs up, so I got a Pinlock insert for it, which works pretty great. I find that just turning my head to clear my visor is absolutely useless at speeds less than 60 mph, so I highly recommend gloves with a built-in visor wiper, or something like this you can add to your existing gloves. I DON'T recommend Rain-X or something on visor because depending on what it's made of, it could ruin it.

Riding in the rain is not so different from driving in the rain. Just go a little more slowly, leave plenty of braking distance, and start braking earlier than normal. You don't have to avoid puddles, especially if they're only half an inch deep. The narrower profile of motorcycle tires actually makes hydroplaning less likely compared to a car, but you should still slow down a little.
The most important thing is warm, waterproof gear. If you're shivering and unable to concentrate or properly control the clutch and brake levers, that's far worse than bad tires or a foggy helmet.
I recently got MILWAUKEE LEATHER Men's Classic Side Lace Police Style Motorcycle Jacket. The fit is good, the leather so far has been holding up well, and the coat seems well constructed.
All of that said, it's still really early in this coat's life, so I can't say anything definitive about the quality, but thus far I've been pleased.
Vanson or Schott for a non-specific-to-motorcycle jacket. I'd say the leather is gonna protect better than a bottom-of-the-line fake leather motorcycle jacket. Or Roland Sands Design Ronin + armor. Good stuff is expensive.

Have you tried glasses like this that have the eye-gasket style foam? You can get them in clear lenses as well for night.
I am in the same boat, have to have contacts. I wear these sunglasses and when I leave the visor open or the face up, my contacts don't dry up unless I'm doing 50+.
I highly recommend these gloves. They have both winter and summer variants. The winter gloves are super warm. They are pretty clunky but that's what you get with gloves this thick. I'll be picking up the summer version next spring.

I am also in Florida (southeast) and ride with an HWK jacket similar to u/Admiral_Flapjack. Is it a bit warm? Yes, but not totally unbearable. You will find yourself a bit moist, but the little bit of ventilation the zipper vents provide is helpful.

I am
(was? it's been almost gone since I lost so much weight) asthmatic and cold air has always been one of my triggers. When we got hit with the first windchill under freezing I bought us balaclava masks ($15 or so at Amazon, https://www.amazon.com/gp/product/B00S0YA5GM/) and they helped immensely, they keep my head and neck very warm and they breathe really well. Plus they can be worn with or without covering the mouth and nose.
I also started experimenting with the clothing. I got thermal pants, these have been great in sub zero with just a windbreaker pant worn over. For the top I stopped wearing my parka and switched to wearing two pairs of long sleeve stay dry shirts over one short sleeve shirt of the same material. I am now even running wearing these, just this morning I was more concerned about the ice patches than I was about being able to breathe when it was so damn cold.
A balaclava can (to some degree) protect you if you have to use someone else's helmet.
There's a cheap one on Amazon that I use for riding in cool weather. Fogs up the visor like nothing else every time I breathe during a rain, but that can be dealt with.
I use THIS method after testing numerous ways, and quite satisfied.
That's the one. $45 on amazon, I don't think I would trust that to keep my head in one piece. Or even three pieces. It got good reviews though, so what do I know.

My friend I go performance driving a ton in the mountains. Recently, we hit the side of the mountain and almost flipped the car over. We're okay, only cosmetic damage, but it really put everything into perspective.
Right now, he has that same helmet (in medium...I have a large head) and he's planning on purchasing 4-point seatbelts. I know for a fact that we cannot skimp on safety!
Unfortunately, racing helmets are too expensive, but these type of helmets will suffice.
