I really need to lose weight but I'm not really in a position to go to the gym frequently. I'm self conscious, I only just got offered a job yesterday, and I have a bleeding disorder that causes some serious fatigue. So what I'd really like is this personal step machine. My girlfriend has one of those. She got it as a birthday present from her mom 2 years ago and we hardly use it, but it's held up pretty well I guess. This was the closest thing I could find, but ours is a little different, but same brand.
You should read up on running/walking in the winter time. Here's the link to the /r/running FAQ regarding winter gear. And here are multiple topics discussing the issue. There's a lot of good information out there, and after reading up on it, maybe you'll be more motivated to try it out.
I find it's actually pretty refreshing doing cardio during the wintertime. It does take some getting used to, and you'll have to buy some moisture wicking, insulated clothing, but I find that it's much more enjoyable than running any other time of year (well, except maybe autumn when the leaves are changing).

It's compact and easy to fold up for storage, so it's good for small spaces.
Fitbit Flex for sale for $35, which includes a package of colored replacement bands, a $15 value alone (wrist bands are the smaller of the 2 wrist sizes). The Flex was bought less than a year ago and still works perfectly. See the amazon post for specs and reviews. I've upgraded to one with a heart rate monitor, so I no longer need it. This comes with the setup instructions, charger, and wrist bands. The black bands are little worn, but others are in good shape.
TV stand with Flat Panel Mount for sale for $50. See the post for specs and reviews. I bought this, but didn't really fit my decor, so put it in storage shortly thereafter. Perfect condition and is assembled.

I've had this gadget a few years now,
works like charm, add some dumbbells if you want a total body workout. It's not like a regular stepper because you are using your own body weight as resistance. It's also a great core workout because you only want your legs to move and the rest of you body perfectly still. It's hard to explain how effective this little machine is until you've tried it. With dumbbells it's hard to do a full minute without losing perfect form.

I made a standing desk and stand on a portable stair stepper that I use throughout the day. I stand for hours and haven't had any problems at all as long as I stand on the stair stepper and move my legs around regularly. Plus it kinda feels like I'm floating which is fun. It's changed my life.

Not a treadmill, but on other threads I've heard that this stepper is pretty good, especially for the price.
It's compact, cheap, and while it won't last forever most of the people who have mentioned it to me say it's definitely worth $35.
I would definitely try to get at least one comfy not-bed piece of furniture — if you can’t afford new, then check Craigslist and garage sales or ask friends or family members. Just one comfy armchair so you can do stuff indoor relaxing while Not In Bed (this will also do good things for your sleep, and make you feel better about not being bedbound all the time)
My personal trick for this when I was living somewhere that had no living room was to just buy a big cheap reclining folding lawnchair — the long lounge style, with a blanket over it. Worked as well as a couch for me, and kept me out of my bed while still in my bedroom.
When I was at my absolute most depressed/immobile/agoraphobic, I decided to try attaching something healthy to the things I was already doing all the time.
I did gentle stuff like walking in place while I binge-watched Netflix, used little hand weights in a chair, etc. Eventually I bought one of these:

And a little stationary bike off of Craigslist. Those helped a lot since getting out to a gym was too overwhelming.

It's small and compact, so it should fit well in your apartment. It isn't as harsh on the joints. You can get some great exercise in the privacy of your home. And you can watch some tv to make the exercise more fun/ interesting/ less repetitive. Plus it's fairly cheap for a personal machine.

I've only ever used the Maxiclimber, you can definitely get some work in with it, it just feels poorly made. That said, I'm well over 200 lbs and it has held up for me.
There are lots of light treadmills that can handle 220lb max user weight, for example this one(weight: 54 pounds, max user weight 265 pounds) or this one(weight 61 pounds, max user weight 220 pounds).
Though if you want something even lighter that can provide an intense workout you might also want to consider a climber like this.

On leg raises and feeling them in your hip flexors you could maybe make sure you're doing them right. I wouldn't consider myself experienced so I don't want to give bad advice.
