I had a similiar issue, my old stick was naturally a little loose and hyper sensitive, so just resting my hand on it caused it to input roll because it was loose enough that the idle weight of my tiny little hands was moving it. This resulted in having to make the deadzones WAY bigger than I wanted them to be.

FINALLY I will leave you with a word of warning. The Saitek X-55 and X-56 might look tempting, but they have shoddy build quality and will break on you. I used to have an X-55, and I've seen the inside of the X-56 and they both have the same problems. They are a time bomb, do not buy them. Also someone will more than likely eventually comment saying they own one of these devices and have had zero issues out of them, lucky them I hope they never have an issue, but Saitek is known for terrible Quality Control and with the exception of the X-52 buying a Saitek product is not worth the gamble even though Logitech now owns them and is known for great build quality, there are too many items from when Mad Catz owned them floating around in the wild.

Absolutely. That's why I expect to pay 5 - 20% more for an item in Canada, after exchange rate. However the Steam Controller was selling for ~$130 on amazon.ca, if I remember right.
edit: OK, it's down to just under $100 if you add in the import fees. When I was checking the price obsessively for months it was more like $130 but that was well over a year ago now, eventually I gave up and was waiting for it to come to Steam in Canada. Presumably they're making money on those and have marked the price up by 2x as is typical with hardware, and the Vive controllers are no more complex, so if they don't mark them up, the controllers should add only $50 to the cost of the final product.
At this point, if they could keep the price below $550 I think they'd have a winner. The Rift is $600 without controllers, and from what I can tell, without a second base station for room scale VR. And the consumer Vive will have headphones and a mic in addition to the front facing camera to allow you to safely move about your room.
All I know for sure is that their headset should be cheaper to manufacture. Whether the other stuff adds up to bring the price up to Oculus levels, or whether Oculus really did subsidize the hardware to the extreme I couldn't say for sure.

I haven't noticed any input lag while using mine with wireless. Takes AA batteries which may be a negative if you don't happen to have any rechargeables laying around.

Use the DP/LS/RS switch. Steam big picture requires a binding for left stick X and Y axis to be able to save a controller profile in big picture.
However, it is indeed off topic. This thread is specific to the steam controller API update that allows Dualshock 4 controllers(and ONLY Dualshock 4 controllers) to function as Steam Controllers through Steam, which SFV PC accepts along with keyboard and XInput.

For your controller needs, if you want to use a DualShock4, DS3, Wii U Pro Controller or WiiMote, all you need is a mini Bluetooth dongle and a driver such as DS4Windows (google "[controller] driver windows"). With the proper driver they should be supported under most games, but they might require a button mapping tool to work with some stuff (we can help you with that).
If you want to go the easy route and have a controller supported by most games with no driver configuration as soon as you plug it in, an Xbone controller is your choice. However, it will require a special M$ dongle to work wirelessly, and be warned that this dongle only works under Windows 10. Alternately, if you can live with some inferior design features, you can get a 360 controller (which still works with nearly all controller games) and its corresponding dongle, which has the added benefit of working with all Windows's back to XP. However, be aware that both of these controllers require AA batteries rather than the rechargeable packs found in DualShock/Nintendo. You can buy a rechargeable pack for Xbox controllers but it obviously costs extra.
All of the aforementioned controllers will also work over USB with any operating system.
Now to the second part of your question. I assume that you mean you want to play on your TV–this can be accomplished one of two ways and is easy to setup. The first and most obvious way is to simply keep your PC in your entertainment center and hook it to your TV over HDMI, in much the same way that you would your PS4. Steam's Big Picture mode tries to emulate the homescreen of a console to make controller navigation easier, and does a pretty good job of it. Coming from the PS4 interface I'm sure you'll feel right at home–but you do still need a KB+mouse to get in Big Picture from a cold PC startup. This shouldn't be an issue as there are many cheap wireless keyboards with inbuilt trackpads on offer.
The second way is to use a Steam Link. This is a very handy little set-top box that will stream video input over the internet from a PC in the house–if you've ever heard of the PlayStation TV, this is similar. In order to use the Link you must have fast (at least 10mbps; check using speedtest.net) Ethernet on both ends (your PC and the Link) and a controller that connects over USB (either thru a USB cable or a USB wireless receiver. The Xbox receivers mentioned in a previous paragraph currently don't work with the Link but Valve says they are looking into it). It's very simple to setup–hook the Link to internet, plug in your controller and HDMI cable for TV connection, and pair it with your PC. Then you'll have total access to all your controller-supported PC games from the couch, with no loss of graphics.
Also, as a PC gamer, I have a word for you–there are some games that do play better with KB+M, especially shooters. Trust me, once you try something like Call of Duty with a mouse, you will never be able to go back to aiming with controller sticks. If you want this benefit but still find KB+M uncomfortable, there is the Steam Controller which features a more accurate trackpad in place of the right stick, and will work with most of the games that an Xbox controller works with.
One final word. If you are actually, legitimately serious about getting into PC gaming–please for the LOVE OF GOD do not buy a pre-built one. BUILD. YOUR. OWN. Seriously, if you are looking to surpass consoles and get value for money, I CANNOT stress this enough. Although it may seem daunting at first it's really little more than high-tech LEGOs–/r/BuildaPCforMe will furnish you with a parts list so you don't have to bother with that, and then the build will take two hours tops (even if you're inexperienced). There are tons of great videos on YouTube that will show you how–this is my personal fave, although I do advise you not to use any of those parts since that vid is considerably old.

for a case, I had a zalmand t5 because it was on sale, but a case is a case is a case, so simply look at the form factor of your motherboard (mini-ITX, Micro-ATX, or ATX) and find a case you think looks good and will fit your motherboard.
for a GPU get a r7 360 or commit to PC gaming, sell your console and spend 150-200$ on a r9 380 or 380x which will let you run 1440p monitors.

I mostly agree with your assment of controllers in general and I'll not be swapping it out to play dota (yet)
However the steam controller isn't a controller of the past. The touch pads do not behave like analog sticks, they emulate them (and other devices).
By emulating a trackball in feel the Steam Controller gets around the problem laptop touchpads have with their small surface area by allowing you to flick "the ball" for rapid moments while still allowing 1:1 precise movements. Having a touchpad emulate a trackball gets around the problem of hair or dirt messing up the ball bearings that makes these solutions impractical.
I use a trackball at work and if they made a gaming model with 4+ thumb buttons I'd use it for dota (the programmable Logitech G700s is too useful for me to let go of just yet).
So, can a controller replace a mouse a keyboard? It's awkward, not yet.

Yeah, I'd really recommend wireless. The XBOX 360 controller comes with a really long wire, and since I play on a laptop, I play sometimes on the couch or on the floor or just in front of the laptop. This lead to some wear and tear of the wire. And it was a hassle to fold it every time! So I'd recommend wireless if you're like me.

Japan has huge import tariffs. Usually ~8% import, 8% consumption, and 5% landing tax (aka processing/inspection fee) for anything over 10,000 yen.

I have a Steam Controller and an Xbox 360 controller. My girlfriend and I played though Lego Marvel Superheroes, the Lego Harry Potters and some of Jurassic World with two different controllers. So if you want to mix and match, you're totally able to.
If you have any controllers laying around, see if you can find an adapter for them.
