Almost certainly is not following the law and preferential treatment is given due to owning a high-end car.

First, I'm kind of intrigued as to what kind of car it is. You don't here about too many numbered cars anymore.

Second, you do have a few options. I also wanted to protect my bumper from drilling holes and I got a piece of foam and zip tied the plate to the grill. Can definitely be done in a way that doesn't look bad.

Your other option is to get something like this I've seen all sorts of these, and you can even get ones that will retract or extend from inside the car.

Companies also make front plate mounts that utilize existing holes in the bumper.

1. License plates! Because I like the aesthetic of lots of license plates all in one place.
   
2. My old roommate's parents covered their bar in license plates, and I got the idea to one day do the same. So I am collecting and one day, I will have enough (and have my own bar in my own house to cover in license plates!)

So it is actually a 3 part ordeal.

The actual fog lights since my car didn't come with them, and the stalk. Then I did some c-shaped drl since I have leds in my high beams and the factory drl doesn't work with leds, but then the c-shaped drl didn't work for a little bit so I bought the drl turn signals, and then the previous c-shaped ones started working again. I had my rims done by a local company, they are the factory 16" painted gloss black. My mazda emblem is actually a long story, but essentially it is just scuffed up with sand paper ready to be painted but I liked the look and stuck it back on the way it is. I have also installed car play, and 3D printed a shift knob. The factory bose system was a little lacking and put a small under seat sub in to help fill the sound, but am still not happy with it, so that's a future project.

Yep, great suggestion if you want to run a front plate. I've heard you should add one of these as well to stiffen up the plate so it doesn't bend.

Since your tow hook cover has already been removed, the Platypus License Plate Mount for BMW 3 Series (E46) 1999-2005. I got one for my E90 and it looks fantastic, though I may add some matte silver license plate frames at some point to better match my car's aesthetic.

You'll need to get a tow hook plate mount like this one if you want to mount the plate there instead of the bumper. You can buy one from multiple online retailers.

If you go that route, be sure to tell the dealer not to drill the bumper and bring the mount and any necessary tools with you when you pick up up the car. Depending on your state's laws the dealer may not let you leave with the car without the front plate mounted.

My dealer wouldn't install the tow hook mount for me, but did honor my request that they not drill my bumper as long as I installed the plate before I drove off.

I bought one of these. Its really just a clear cover and inside is a page magnifier- one of those plastic magnifier things to help you read a book. It was held down with two strips of double sided tape.

The magnifier eventually turned yellowish.

Also, I got a speeding ticket one day and they gave me a $100 ticket on top for having an obscured plate.

They couldn't figure out what it was for- accused me of avoiding tolls, but I had a toll paying device that was current- they checked.

I didnt bother to replace it.

As far as if you need a front plate, do 90% of the vehicles on the road have a front plate? If so you need one too. The 10% either are gambling with a ticket or just don't know any better. A quick google brought this up:
