Just buy an fm adapter that you can plug into the cigarette lighter and connect that to your phone and tune your radio and the adapter to whatever station has the least amount of static and off you go. Something like this https://www.amazon.com/gp/aw/d/B00URUJWPW/ref=mp_s_a_1_3/137-8969940-3819927?ie=UTF8&qid=1501520281&sr=1-3&pi=AC_SX236_SY340_FMwebp_QL65&dpPl=1&dpID=41c1ZvvylBL&ref=plSrch should work just fine for you.
You can use something like this. They work pretty well.
9 years later and they are much improved. Sound is nearly perfect in two of my cars. I live in San Jose, CA and use 102.7 fm frequency.

I don’t have any advice for your mother, but some potential tech help regarding your car: you can get AUX to radio adapters, you plug your phone into it then it transmits to an FM station on your radio. I hope this link works
https://www.amazon.com/REIIE-Wireless-Auto-Scan-Transmitter-Radio-Streaming/dp/B01JLQ3802/ref=sr_1_16?ie=UTF8&qid=1521555439&sr=8-16&keywords=am+fm+transmitter+for+car
This FM Transmitter adapter is only $11 and you just need the 12V plug in your car to use it. Haven't listened to the actual radio since like 2005 don't know how you haven't gone crazy. There are better quality ones but you mentioned $20 being too much to spare right now. For instance this one is $14. https://www.amazon.com/JETech-Wireless-Transmitter-Phones-Charger/dp/B00URUJWPW/ref=sr_1_2?ie=UTF8&qid=1521555439&sr=8-2&keywords=am+fm+transmitter+for+car
You mean something like this? How is the reception?
You try an fm transmitter? Plug it into your phone, choose an un-used station, and your car radio can pick up the signal. Usually they can only transmit on certain frequencies so you need to be careful to choose one that can use thats empty.
Example: http://www.amazon.com/gp/aw/d/B00URUJWPW/ref=s9_top_hm_awbw_bwfG1_g107_i1?pf_rd_m=ATVPDKIKX0DER&pf_rd_s=mobile-hybrid-2&pf_rd_r=0R7QDTDHGYWMXTQ1ENC3&pf_rd_t=30901&pf_rd_p=0fb3239c-196a-58a4-9694-82902091f491&pf_rd_i=13981621
No devices have an FM transmitter built-in but you can buy an external one.
I'd recommend this one. It's a bit quiet but if you max your volume it sounds pretty good.
I have a Part 15 FM transmitter that I connect to my phone for use with the car radio. My car is older and doesn't have Bluetooth or an Aux jack. It mostly works well if you can find an open frequency, but it does desense the GPS receiver on one phone a bit.
The newer ones are a lot better.

I've used that one in midtown Manhattan and still got stellar sound quality. Basically as good as aux. And it's been working great for 4 years and has a USB output.
Just get a FM transmitter, that way you still can use aux but you don't need an entirely new radio. This is the one I have.
There's kinda a lot going on here that needs some correction. For one, a ham license (it's not an acronym, so it's not a HAM license) doesn't just let you broadcast anything anywhere...there are some very specific bands.
Second, when you said "FM transmitter", my first thought was one of those little audio transmitters that they make to connect an audio source to any standard FM broadcast radio receiver like this. It's those that have the 200 foot regulation.
FM is a modulation scheme, so you can modulate anything FM on essentially any frequency...but then you mention ~5GHz, and the frequencies are near, but not entirely within the 5.8GHz ISM band range, for which you need no license--however there are still restrictions on what you can and can't do. So I don't really know what exactly you're trying to accomplish, and it seems like neither do you--and that's not me being a dick to you or anything...we get it, this is complicated.
Why don't you just like the device you're wanting to buy so we can read some more info on it.
It's a little dingus that plugs into your cigarette lighter and into your phone. It takes the music from your phone, and beams it to an FM channel. Here's one on Amazon.
Idk about $4 ebay ones but https://smile.amazon.com/JETech-Wireless-Transmitter-Phones-Charger/dp/B00URUJWPW/ref=sr_1_3?ie=UTF8&qid=1467134579&sr=8-3&keywords=fm+transmitter works fantastic for me.
This works really well for listening to a streaming service or your own music.
I was thinking of a modified FM Transmitter. The power and frequencies are used everyday.
I bought the fm transmitter that goes into the cigarette lighter, because my stereo doesn't have aux. https://www.amazon.com/gp/aw/d/B00URUJWPW/ref=mp_s_a_1_4?ie=UTF8&qid=1495061353&sr=1-4&pi=AC_SX236_SY340_FMwebp_QL65

Hope that link works, on mobile atm. If not, Google JETech fm transmitter
You can do a radio transmitter that plugs into your cig lighter if you have no tape player. If you do have a tape player you can get a tape to aux adapter. For the radio transmitter you just tune your cars radio into the station on the transmitter and it will play the music.

You buy cheap little radio transmitters that you can plug into your phone!
Edit, cheaper one.
Have you thought about something like this
You could accomplish this with audacity. High-pass filter, low-pass filter, compression, distortion.
But if you want to play with it, I say do the kit or a cheap car transmitter if it is legal in Finland. Those car transmitters are designed to only work at very low power and not be detectable past a hundred meters.
If you have a cigarette lighter plug you can use this that basically acts like an aux plugin. It allowed me to play music from my phone since my car doesn't have an aux plugin either.
I'm not sure if asking for advice about these devices is appropriate here in this subreddit. I'm mainly looking for a device that covers one ear and has a mic to call and maybe listen to podcasts when driving. Currently, I'm using the mic and earphone that came with my PS4.
I would love to have both a wired and wireless connection and, if at all possible, not required to have to charge (which I bet it rarely exists, if at all, for wireless). It can be a bluetooth device or whatever, but the only requirements are that it "cancels" noise the least amount as possible for safety when driving, one earphone, and a mic.
If it is possible, does an FM Transmitter like this one connecting to an audio-mic splitter and buying a mic work? I would be more at ease if I can use a mic that wraps around my head and use my car speakers to hear.
You can buy a FM transmitter that plugs into the headphone jack of your device. You just set your car radio to the frequency the little transmitter is sending on and you hear your device like its a radio station.

Solution? Get an FM Transmitter. They're like 17 bucks
THis one works perfectly in all the cars I've tried it in: https://www.amazon.com/JETech-Wireless-Transmitter-Phones-Charger/dp/B00URUJWPW/ref=sr_1_1?s=mp3&ie=UTF8&qid=1467725480&sr=1-1
I have this one, it works great for the price. No issues and I have had it for about a year

My dad has this thing, it's a small radio transmitter that you plug in to the electrical thing and it's got an aux cord that broadcasts what your phone is playing to a specific radio signal. https://www.amazon.com/dp/B00URUJWPW/ref=cm_sw_r_cp_apa_n3CAxbCK8GEVM
I'd say get over yourself and get used to using current technology.
2 solutions: charger for your phone in the car. Battery drain solved.
There are FM transmitters that you can plug into your phone, so you can have your car stereo pick up what your phone is playing.

Or if you don't have a 3.5mm jack, you can always get a FM Transmitter to Bluetooth. There are many ways to charge your phone and listen to music without needing the 3.5mm jack.
