Set up motion detecting sprinklers. Something like this
(Most) cats hate water. He/She will quickly be trained to avoid going in your yard, and it will be much cheaper than any lawyer situation will ever be.
I have one of those motion detecting sprinklers. Get one (they have some cheaper ones but I went full on fuck you mode and wanted the best). Hook it up to your hose, plant it in a rather inconspicuous spot where folks love to take leaks, set the range and pressure to MAXIMUM OVERDRIVE and hopefully you have surveillance set up so we can all reap the rewards of the awesome video feed you will have.
You can get a motion activated sprinkler that shoots a very intense stream of water; they are used to scare away deer, but it might be a good lawn tantrum deterrent.
Next time just use one of these:

I successfully trained the neighbor's cat to stop crapping in our sandbox using one of these motion activated sprinklers. Effective, humane, entertaining.
You've got to build it right to keep them out of it. Deep sharp sides with lots of cover. I have a optimistic great blue heron that visits daily. He's not getting much. The Kingfishers get some of the babies.
The of course you can setup one of these. link
After the incident, we installed these. We no longer have stranger cats in the yard.
Lucky for you, it's already a thing. I had something similar to this to keep the neighborhood feral cats from shitting in my garden. Motion Activated Sprinkler

I have no experience with this but here is the best selling motion detecting water sprinkler on Amazon. http://www.amazon.com/Orbit-62100-Enforcer-Activated-Sprinkler/dp/B009F1R0GC
There are a few others there as well.
You also can get a cheap wildlife camera http://www.amazon.com/Stealth-Cam-STC-P12-Megapixel-Scouting/dp/B00HMN7LDC
Or get both and record the video of the dog and owner getting sprayed and post it to NextDoor.
That is if you are looking for a keep it simple solution.
How about one of those motion activated water sprinklers, when a person or animal comes close enough to the target area the sprinkler turns on and sprays the person/animal with water.

https://www.amazon.com/dp/B000071NUS/ref=psdc_553974_t1_B009F1R0GC
Or a motion activated camera like the earlier posters suggested will also work.
https://www.amazon.com/Orbit-62100-Activated-Sprinkler-Detection/dp/B009F1R0GC/ these work well and spray far.
Is it too cold to hook up hoses where you are? Maybe a wildlife sprinkler, motion activated with day and night modes? Then when she gets a stream up her ass you can tell her how there's been aggressive strays hanging around...
Yikes. That sounds scary. Are you sure they actually are coyotes? (Because that's abnormally large.)
Part of the problem is that coyotes are not getting consistent negative enforcement in the moment. Calling animal control and having them show up later doesn't make the connection the way it needs to be done. And what exactly do you want animal control to do? Moving or killing them doesn't work. https://www.humanesociety.org/resources/why-killing-coyotes-doesnt-work
Is your husband hazing them when he gets followed? I mean super soaker with vinegar level hazing not just yelling? The only reason not to do that is if they're denning and therefore "escorting him out of the neighborhood" rather stalking. That can be hard to tell. Make sure he isn't turning his back on them either way. That's "ceding territory."

Some options from the article:
For your yard, maybe a motion activated sprinkler instead of just the lights? https://www.amazon.com/Orbit-62100-Activated-Sprinkler-Detection/dp/B009F1R0GC
Some folks have had results with putting ammonia around their back yard.
Also, it is important that ALL THE NEIGHBORS consistently haze as well. This seems to be the hardest part. (EDITED: And this education part, not the coming out and trapping part might really be the missing link in our current policies)
I apologize if I'm telling you things you already know, but there are some of our neighbors who have been really teaching the coyotes that we are harmless and to be ignored by scurrying away to call animal control instead of causing a scene. This is probably not you, but I'll hijack your post to spread the word about what I know. Sadly, in the long run that's bad for everyone, especially the coyotes.
But in the mean time, if you're trying to rally local involvement in policy... great! Love a grassroots effort. These are the folks running the planning on this:

The light sensor on ours was rubbish so I added a cheap timer from Walmart. Works like a champ now.
I had Raccoon problems at my place too! They destroyed my yard by pulling back the grass and putting holes in the grass looking for grub!
The thing that has really worked for me is a motion censored sprinkler, it’s totally customizable!

Sprinkler gave me like a 90% improvement so I highly recommend it, I have this one. https://www.amazon.com/Orbit-62100-Activated-Sprinkler-Detection/dp/B009F1R0GC
I was going to install a motion detecting sprinkler but my wife thought that would be a good way to never get mail again. Likely just going to string up some barriers to try and beat the bad behavior out of her before resorting to completely changing the landscaping.
Perhaps one of these? https://www.amazon.com/Orbit-62100-Activated-Sprinkler-Detection/dp/B009F1R0GC
Yup.

My vote goes for this, or one of those motion activated sprayers hooked up to a hose. Check out those videos in the reviews....lol https://www.amazon.com/Orbit-62100-Activated-Sprinkler-Detection/dp/B009F1R0GC/ref=sr_1_2?keywords=motion+sprayer&qid=1561989153&s=gateway&sr=8-2
Moton sensing sprinkler. https://www.amazon.com/Orbit-62100-Activated-Sprinkler-Detection/dp/B009F1R0GC
fwiw.. I went through a few of them before trying the Yard Enforcer, which has worked well through 3 seasons now.
1- try a motion activated sprinkler (Orbit 62100 Yard Enforcer Motion Activated Sprinkler https://www.amazon.com/dp/B009F1R0GC/ref=cm_sw_r_cp_api_DONjybAF7630J)
2- block the path he takes
3- if you catch him read handed and on camera you and your bae go teach him a lesson- go defend your property.
4- get enough evidence on video and submit a case to local health department, maybe he is crazy and needs to be committed.
The police do not have time for nuisances. We don't pay them enough nor have enough police to fix stuff like this. Not their fault.
Start with a military grade double fence (PDF link). Then between those fences install motion detection. On the inner fence (or both), install an alarm system (link) that detects tampering, such as cutting or climbing.
Then yeah, lots of cameras on poles with wifi/solar and a massive NVR somewhere.
Maybe some motion activated sprinklers (link) to keep the critters out.
To be fair, there are standalone products designed for this but the integration is definitely cool.
Motion detector sprinkler
They're on the expensive side, but I wonder if a motion activated sprinkler like this might help? https://www.amazon.com/Orbit-62100-Enforcer-Activated-Sprinkler/dp/B009F1R0GC?th=1
They're used for all sorts of pests. If the action doesn't startle them, I bet they don't like getting wet.
how about preventing the neighbor's cat from accessing your backyard in the first place?
something like this?
https://www.amazon.com/Orbit-62100-Activated-Sprinkler-Detection/dp/B009F1R0GC
I wish they were better quality but I shouldn't complain as this plus a motion sensing sound/light machine means I hardly need a fence at all in an area where other gardeners need serious 6ft+ fencing. It deters everything: dogs, cats, deer, rabbits, squirrels (though I'm sure the smart ones could eventually figure it out).
https://www.amazon.com/gp/product/B009F1R0GC/ref=oh_aui_search_asin_title?ie=UTF8&psc=1
I'd invest in one of those motion activated sprayers.

Good crackhead deterrent.
In addition to the cameras, I'd be sorely tempted to install one of these https://www.amazon.com/Orbit-62100-Activated-Sprinkler-Detection/dp/B009F1R0GC

I just bought it 30 mins ago, so I can’t tell you how well it works yet.
I had to get a motion activated sprinkler to prevent the deer from eating my seed... https://www.amazon.com/Orbit-62100-Activated-Sprinkler-Detection/dp/B009F1R0GC/ref=sr_1_1_sspa?ie=UTF8&qid=1539273390&sr=8-1-spons&keywords=deer+sprinkler+motion+sprinkler&psc=1
I can't feed them because they'd always come around and they'd eat me out of house and home. They're like cats in my neighborhood.
The plus side is it goes off for about 5 seconds whenever a car goes by and my seed gets a little spritzer.
I know one of these scares me when I try to stealthily make my way through peoples backyards at night.
Get one of the deer water guns.
Set it up on your stoop. Add a webcam with ads. Make bank.
Have you considered something like this?
No need to reinvent the wheel they sell motion controlled sprinklers for this purpose at Target, home depot, and a crap load of other places. This is the best and easiest solution.
https://www.amazon.com/Orbit-62100-Enforcer-Activated-Sprinkler/dp/B009F1R0GC
The show "My Cat from Hell" on Animal Planet has a cat behaviorist who would tell you that your indoor cat and feeding outdoor cat situation is the problem. Milo's territory is your house. That's his damn territory but your inviting other cats to hang around and that is not a sustainable situation.

The solution is to stop feeding the outdoor cats and get one of these. Milo will change his behavior and be safe.

I don't think I've seen one that ties into home automation, but we had one of these "pest sprinklers" for squirrels and cats: https://www.amazon.com/gp/aw/d/B009F1R0GC
100 yards, though...

Can you post video examples of what you're talking about? Perhaps via private message if you don't want to share publicly? It's really hard to offer solutions without more context of what tools he is using against your cameras and the angles in which he is interfering with them. I assume he is using a heavily colmenated source of IR light and shining it directly at your cameras, perhaps a simple hood or visor on the cameras that blocks light from all other angles that you're NOT interested in. This will narrow your useful field of view but you can make up for it by adding more cameras with the same hood so you get all the views necessary to protect your property. Also, not sure if this is helpful but you can get one of these to hide in the bushes in case he decides to walk onto your property to damange anything. I used this to protect my garden from rabbits but there have been plenty of times I forgot it on and got hosed myself. It's a good deterrent. Move it frequently to keep him on his toes if he comes back.
This will last all day and all night!
My mother in law bought a motion activated sprayer similar to this Orbit 62100 Yard Enforcer Motion-Activated Sprinkler with Day & Night Detection Modes https://www.amazon.com/dp/B009F1R0GC/ref=cm_sw_r_cp_apa_i_HcmyDb7X0V19V
She says it's worked better than all other options so far.
If you lift up the surrounding areas do you find grubs? How many per square ft? Grubex works great, but you are late... really late. Grubex is a preventative, not a curative product you are going to have to go with something like Merit. If your only sign of grub problems are holes, treating the yard might not resolve it as the creature doing the digging might be after something else entirely.
Have you looked at motion activated sprinklers?
https://www.amazon.com/Orbit-62100-Activated-Sprinkler-Detection/dp/B009F1R0GC
My brother in law lives on a lake and had the same problem. Shooting them is fun, but a loosing game. They have more geese than you have ammo. Also mostly illegal. We tried all of the sprays. We tried all of the decoys and sparkly things to make it look like it's occupied. They don't want pets so a dog or cat was out. (But is a good option if they stay in the yard)
We finally found something like this to be effective. It took 4 or 5 properly configured in the yard to do the trick. And you need to rig it so it doesn't attack you. If you already have to water your lawn, it's not costing you much.
But keep them low and high pressure helps.
