I use the Razor Ripsaw. I hook it up to my computer then stream via StreamLabs OBS. This way you can get the overlays and other good features that streaming software provides. One note is that I do use this for an Xbox instead of PS4.
Headset wise, I use Logitch G633 super comfortable and nice mic. I have had zero problems with it. After a few tweeks in StreamLabs OBS it sounds really good for stream and others.

I tried to change things up a bit according to that, bought Lo-Salt, added more veg, and in the last few days I've been fine. Hopefully it's partially adaptation, I'll see. I read here (from darthluiggi) that it takes 8-12 weeks to adapt anyway.
Getting decent quality, especially in a desktop mic, is pretty much going to blow your budget right there.
I'd recommend getting a decent HD webcam with a decent mic built in like this, then save up and buy a good desktop microphone like something from Blue Microphones. Their Snowball iCE is good for straight voice recording, the regular Snowball is more versatile for recording more than one person or other audio.
If you're interested in recording vlogs for YouTube to gain viewers and subscribers for a channel, going cheap is only going to result in poor quality for both audio and video.
Me again! Right, don't worry. That's overpriced and the ad is definitely misleading, but if you don't want the hassle of returning it or disputing it, there's room to upgrade it :)

Might have to get some stuff for cable management and get some cheap video adapters on Amazon, but this setup is like $300 max. Also, I would write up some good documentation and have it available in the room at all times. You will have to create some kind of documentation either way with any expensive solutions you find (Polycom trio, Logitech etc..).
Maybe. 650w is the top limit, but your pc can use less. To know how much your pc (+monitor probably) use at peak you can use a wattmeter like this.
Actually I'm using this ups (480W) with this pc ( 600 W power supply ) and a 43" monitor. It can power them long enough to close all apps and safely shut down windows, but that is because my system is set to consume less than 480W and the ups deliver what it promises.
There were only a few that I could find. A couple were expensive Logitech cameras, but I didn't want to spend that much. I ended up going with this one: https://www.amazon.com/gp/product/B06Y2WLNFN/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&psc=1. Windows Hello works great and it's a mediocre webcam. I've used it for work-related video calls, but I wouldn't really recommend it for that. If you think of it as a Hello camera first and a webcam-in-a-pinch second, you should be happy with it.
Logitech is definitely the best and as /u/minxhibitionist stated the C920 is industry standard. Here is a page comparing some Logitech cams.
A few more thoughts:
The Logitech C930 has just come out with mixed reviews, however it is fully integrated with Mac. (I currently use a C920 with Mac and you have no controls just plug and play, kind of lame).
If you want to go all out go with the Logitech BCC950. This is what professional physical studios and some work at home camgirls use. It has a remote with full zoom, pan, tilt, and other useful features.
In addition you may find that you have a personal preference. For instance a lot of girls like the Logitech 9000 because they believe the coloring shows up more flattering and hides flaws even though it's actually a discontinued not even 1080p HD model.
So it's really subjective there is no cut and dry answer - whatever suits your needs!
The C920 was the higher priced one I had been looking at, but as I was researching I also found this which I've seen recommended, and has all the same features, just minus the autofocus, and at half the price.
And I'm working on lighting, but I'm saving that until I've got the space properly setup, though I suppose it's worth asking about here too.
I've got a fair amount of experience doing video production, but the last time I was doing it seriously, cameras still used tapes, so is there anything particular to webcams/digital video that changes how you'd put together a lighting setup, or is it pretty much the same as what you'd do with any other type of video recording?

Anything under the £60 (C920 price), will be pretty bad quality. Even if it is advertised 720p it will most likely function very "noisey" so there'll be all kinds of color issues.
If you don't mind that you can look into something like a Creative Live cam HD this does have the noise issue. But once again for £30 you're not going to find much better. Also to keep 30fps with those cheaper webcams you'll need to have enough light to turn down the exposure, to keep a consistent high frame rate.

I can only speak from experience, but we've got this definitely very expensive one and it seems to work well enough with the webcam feed in the corner of our stream
If you can afford to drop a bit of cash, I've heard many people recommend the Logitech C920 but I can't really speak for it myself.

For an AA sized light, you are out of luck if you are under 15$CA.
I've used this before. Pretty decent quality plus easy to mount and hook up.
These are the monitors I got and are really good with small bezels. It goes up to 1080p and 60Hz refresh rate with blue light technology to be easier on the eyes.

Not sure if this is where I should be asking. I'm working on a project for which I want to connect 4 webcams to my PC and get 4 individual video inputs which I can easily switch in Resolume Arena or OBS. Can I do this with any model of webcam? Would it require some specific type of hardware? Will this webcam work? Do you recommend any other?

The conference speaker we got isn't like a traditional 'phone' conference speaker (oh lordy we have those at work and I'd rather die than try to play DND through that mess) it's a USB speaker that for all intents and purposes sounds and works great--its definitely no high end fancy thing but I definitely feel like I got more than my 50 dollars worth with its ease and quality and lack of echoing, which was our main problem with just computer speakers. link for the curious to what I specifically bought. and the wide lens cam too cuz why not

The only complain I have is you cannot, as far as I know, control certain features on GNU/Linux like zooming, but the most important feature for me (brightness control) I can control with v4l2-ctl -c exposure_auto=1 -c exposure_absolute=33 (change 33 to whatever you want).

Replace my logitech c960 because it can see the entire build plate from the z carriage mount on my taz 6 and tucks inside the enclosure nicely.
It dosnt come up automatically, had to set the ffmpeg resolution and framerate in the startup line.

They look virtually identical from a feature standpoint (1080p@30fps/720p@60fps), but I haven't dug into it too deeply.
i have used Linksys wireless ip cameras to do this. Worked fine, even in 10 deg.F.
The field of view was narrow but enough to see the cars in my driveway and porch.
Night time low light performance was poor but I had my carriage lights on so that was not a problem. Image quality was pretty good. The only thing that was bothersome was the set up. If your wifi router is erratic then you will have to reconnect the ip cam to the router through an ethernet cable and reset it. But this was a rare occurrence.
