I will try to keep this post as non biased as I can. Sorry if it appears to be unorganized. Wall of text warning
I agree with what most said in this post that you should find the games you like the most and buy the system that supports them. Xbox One is not backwards compatible with 360 games.
I have both systems and I enjoy them quite a bit. I recently bought my One before Christmas, when it was $350 + tax. I got my console without the Kinect as it was cheaper. It even came with download codes for Assassin's Creed Unity and Black Flag, and a 500 GB hard drive. The same setup is running for $387 on Amazon.
If you are a big Call of Duty player, this setup on Amazon may interest you. It comes with the Xbox 360 E console, 500 GB hard drive, download codes for COD Ghosts and BO2, and a free month of Xbox live gold. It is running for $237.
With both systems, if you have a relatively up to date tablet or phone running iOs, Android, or Windows, you can download SmartGlass. There are two SmartGlass apps specific to the console you buy. SmartGlass allows you to perform some Xbox controls through the phone or tablet, and you can use it to send messages to your XBL friends when you are away from your console, provided you have a data connection. SmartGlass also makes typing messages while playing games so much easier.
With Xbox One, you have the ability to snap. Snap allows the ability to do two things at once. The game will be on the left and take up about 85% of the screen. The right side can be a different function, such as messages, achievements, and even using Internet explorer (I will add that unless you have a larger screen TV, Snap may not be the best). I use my snap so I can listen to Pandora while playing games. The best illustration of Snap would be this commercial featuring Aaron Paul (though you would need the Kinect for what he does.) Snap also runs through SmartGlass.
Whichever console you get, it is best to have an Internet connection, though this may not be an issue. Xbox 360 is very offline friendly, while Xbox One is not very offline friendly.
Gold membership is almost an essential. You don't need it necessarily if all you do is Netflix and other streaming sites, but you do need it to play online multiplayer. With Gold membership though, you do get 2 free games each month for either console. You also get special discounts on certain games. You don't need to pay full price for gold membership as membership codes can be found at various online outlets for much cheaper.
Xbox One does have home gold. With home gold, one gold member can provide gold benefits to other players on the console. I have a friend with a silver membership, which means he can not play online multiplayer on the Xbox 360. I allowed him to save his profile to my console. Since I have my profile on there as well, he is allowed online despite only being a silver member. Basically to simplify it, One gold member can allow several silver members to play online, as long as all profiles are saved to the same Xbox One console. Xbox 360 does not provide home gold. Xbox 360 is going to continue to be supported for the next several years. I believe I read that Xbox 360 will continue to receive updates from Microsoft for the next 5 years. However, like the original Xbox, there will come a date when Live access is removed permanently for Xbox 360 consoles. As of April 2010, Xbox original consoles can no longer access Xbox live. Most likely, the Xbox 360 will receive the same fate in the future. Trust me though, Microsoft will announce this several times, so you will get a good amount of warning.
Right now, the best advice I can give is to find the games you enjoy the most and buy the console that will support them best.
Bonus note: If you have ever played Grand Theft Auto V on the Xbox 360 or PS3, Rockstar completely remastered it for the Xbox One. They added first person view, some new cars, better traffic spawning, and new songs to the radio stations. All of those features add so much to the experience. First person driving is awesome, as the cars have some working gauges, and the new songs on the radio helps to prevent the same songs from cycling over and over again.

You can get the 4GB version of the Xbox 360 for about $200 with free shipping from Amazon. They were also giving $50 promotional credit with it but I'm not sure if that offer it still valid. You can then buy a HDD for it with a little more capacity. There is no way that you're going to use 250GB unless you are using it as a media centre as well.
If you are on a really tight budget, I'd honestly recommend getting her a GameCube. It's very cheap, portable and reliable with a great selection of games. For example:

You can buy a 250GB Xbox 360 E for $249 new on amazon.com right now. if you must have a 250GB 360 S, then it will run you more like $285 delivered from amazon right now. So if you truly want all that stuff, and a 250GB 360 S (and not an E), then yeah, it's not a bad deal (but I would hesitate to call it a good deal).
if it were me, and I was juist trying to get a machine to play GTA V, I'd buy one of the cheap 4GB Xbox 360s for $180, and a generic 320GB Xbox 360 hard drive for $52, and call it good. you will have spent $232 instead of $374, and you will have a bigger hard drive to boot (though you likely will not be able to play original Xbox games with it).

Best "darker" games I can think of would be Bioshock (1 or 2) or The Darkness. Alan Wake is pretty cool, story wise, but the gameplay gets kind of repetitive. Prototype was also pretty enjoyable, the story is like human/mutant hybrid versus "infected" versus government.
I wouldn't be too sure they've hit their minimum price point if you're counting used 360s, particularly the old-style ones which I think will continue dropping for a while. On the used market, my theory is that consoles get their absolute cheapest around the time that the company announces the next, next gen replacement.
With that said, I wouldn't recommend buying an older-style 360, due to that generation's problems with RROD and that the disk drive's probably got a lot of wear and tear on it.
I'd recommend one of the newer "Slim" models, with at least 120 Gb of space, either brand new or used. It is very useful to be able to install games to your hard drive, saving wear and tear on the disc drive which is usually the first part to go bad in older systems. Having lots of space also allows you to download the monthly "free" (with Live subscription) or reduced price games when they go on sale. It also has built-in wifi, whereas you had to purchase an expensive adapter for the older model.
The newer 360's come in two variants, "Xbox 360 S" and "Xbox 360 E". I think the "E" model is slightly newer, but of these I think the "S" model is the best as it has options to hook up to the widest variety of TVs and sound systems. The "S" model supports composite, component, and HDMI out, whereas the "E" model only supports composite or HDMI.
EDIT: Apparently the "S" model supports VGA out (RGBHV), as well as built-in optical audio, of which the "E" model has neither. I also added some amazon links so the difference between SKU's is clearer. And don't bother getting a Kinect unless it's practically free or you really want to play "Just Dance".
Amazon is awesome for selling things "right now" (assuming you have the lowest price), but they take a pretty hefty cut.
Craigslist is a nice way to avoid the hassle of shipping, but then you have the hassle of meeting up with someone. Craigslist-ers are generally very very cheap; you have to have thick skin to handle a bunch of low-ballers until you get someone serious.
eBay will pay you exactly what it is worth, but make sure you end your listing at a decent time and leave it up for at least a few days. Also, check "completed listings" of similar items to see how much they went for. You don't want to get at the end of your auction and realize what you expect isn't what the market is willing to deliver.
Contrary to other opinions on here, I wouldn't buy ANYTHING to try and make the system more "marketable" - that's like fixing up a car before you sell it - don't dump money into something you're trying to get rid of.
You're going to make more money on all this stuff if you have the patience to sell each thing (game or peripheral or hardware) individually.

Well, how often do you both play it? Do you have lots of games? If you do, you'll need lots of hard drive space and the 4GB Xbox 360 won't cut it.
I'd recommend the 250GB Xbox 360 for $299. Plus, you get two free games from it if you don't already have Fable 3 and Halo: Reach. It's also WiFi ready out of the box so you won't have to buy that accessory.
I hung out at Best Buy for 3 hours on Black Friday and picked the 250 GB Xbox 360 for $199. It was a good deal and mine had stopped reading discs earlier that day. I doubt you'll get one for that cheap this close to Christmas, so you're probably looking at spending around $300 for one.

QotD: Special edition Halo Xbox 360.
My local Gamestop held a Halo 3 2v2 tournament. The majority of tournament was Sunday afternoon, then they did the final four during midnight release. Finished it up before midnight, and were the first to get our system/game once 12 hit. My friend and I played a lot of Halo 2 and 3, so we figured it'd at least be fun to play, and maybe we could win. Then once we made it to final four it, we had our game faces on lol.
If cost isn't the issue, I'd get a new one. You never know what's been done to a second-hand 360.
Do you think you'll play a lot of downloadable games? If so, I'd say spring for the 250GB model (or the Kinect bundle if that's your thing).
If you don't think you'll be buying/playing a lot of downloadable games, I'd do as other posters have recommended and use USB drives for the additional up-to-16GB-at-a-time (here's some info on that). Even then, if you find yourself wanting a bigger hard drive in the future, buy a bigger drive at that point.
Good luck! There are a ton of great downloadable games on XBLA these days: Monday Night Combat, Limbo, Super Meat Boy, Beyond Good & Evil HD, Torchlight, BRAID, Shadow Complex... the list goes on, and that doesn't even include upcoming stuff like Bastion, Insanely Twisted Shadow Planet, Outland, Fez, etc.
I find myself playing almost exclusively XBLA games, partly because of the time I have to dedicate to gaming, and partly because of the variety and innovation being pushed in the downloadable space.
For 20$ more it is definiately worth the extra money, considering that you will then instead get a 2 year replacement warranty instead of only 30 days.
I checked online and a brand new Xbox 360 is currently 179$ on Amazon. Now I am not familar with how much you use Amazon but having been a customer for almost 3 years I have never complained about their service.
Yes you will need to pay monthly/quaterly/yearly in order to play online with friends.
PS3 on the other hand does not have a monthly cost. Obviously it then comes down to whether or not his friends have PS3 or Xbox.

Gears of War 3 is $13 or $14 on Amazon pretty much all of the time, so you're not really saving anything by buying it from Best Buy. Unless, of course, you're getting those sweet, sweet Reward Points.
Acutally, BestBuy.ca is now taking preorders for Gears 3 -- I placed one the other day. Free shipping too. I'm actually planning on returning the unopened copy back to the store once I've redeemed the code (that presumably they email to me).
Walmart Canada is taking preorders as well, just not on the website. You have to do it in person. When I contacted them, they didn't say anything about pre-order bonuses, but I'm assuming it will be the Savage Grenadier Elite... at least, I hope so, he looks so bad ass.

Yes, it has laughably little storage. So does the $300 WiiU. The xbox360 uses a laptop-size harddrive in an enclosure, and can be swapped out for a larger one with a little effort. The WiiU appears to be locked down.
It's also worth noting that you can easily get a "decent" xbox360 secondhand.
If the quantity and quality of releases is anything like it was on the Wii, $300 is very steep for something which most people will use sparingly for two years.

To me, the first quote is the most important one. Personally, if I got to choose between the older generation Xbox (It still has the older hardware) or the next gen console which I know is going to be supported for many years to come... for a price difference of $100 I would get the PS4. And the PS4 has a larger HDD and much better hardware and everything that this new Xbox 360... it makes no sense.
a brand new Xbox 360 E is $179 delivered, and comes with a one year warranty and a controller. So if you are buying used, I would not pay more than $90, and for that price, it had better come with the AV cable and at least one good wireless controller.
Of the three styles, I would not buy the originals, mostly because they don't have built-in WiFi. The 360 S for $190 delivered is in my mind the best model, as it has an optical audio out port, an AV cable port (can accept composite, component, and VGA cables), and five USB ports. the 360 E has only four USB ports, no optical audio output, and only composite analog video.

Pick one and use that instead of a pc, just kidding, but seriously listen servers are awful for any kind of pvp game especially fps games, I have no problem with matchmaking on dedis like csgo, but fuck me if I have to play cod again on listen servers. (Oh and I know you said dedis+ matchmaking, but separating an already small userbase is never a good idea)
I'm curious though, why do you want matchmaking? It can't be the party system because that works on dedis as well, it can't be that it's easier because it's not, you can easily find a server with whatever gamemode you want if you don't care about the connection which you obviously don't since you want to play on listen servers. Afraid of getting kicked by admins? True, that is a problem, but that can easily get fixed by actually using the favorites feature that every good server browser have.

Well I know your budgets $200 but for $250 you can get a 250gb elite (no kinect) that comes with 2 AAA games. That would be my recommend rather than trying to save $50 and getting a used 120gb or something.

This is an Xbox 360 and this is an Xbox One. The Xbox One is the newer console and what I would recommend.

This is utterly, completely false. There is no conceivable way you can justify this statement, except to claim that they bought a 72 inch TV for the xbox, and a 17 inch monitor for the PC. Since there are hundreds of monitors/TVs that would work easily with either an xbox or PC, it is irrelevant what they cost, assume the same one is used.

Amazon doesn't carry Nintendo console stock anymore. The only way to get Nintendo consoles through Amazon are to buy them through other merchants. If you look here at the Wii U you can see it's sold by Scott's Stuff Inc, not directly by Amazon. This is different from say an Xbox, which is sold directly through Amazon. Good deal and all, but you're gonna need a new HDD for any game that's been released recently. That's at least another $40. (And that's for a 120 GB.) So, for the combined console and HDD, you're looking at $220. For that plus about $10, you can get a Holiday Bundle, complete with 2 games.

Haha, I just bought a new Xbox Slim (trying to update my old Xbox 360). I decided to buy the racing bundle that just came out. It is only $299 and I got it with next-day shipping. Before that I tried to buy it off of Buy.com (merchant seller was TigerDirect) and that didn't go very well. I don't really play many racing games but I figured it was a waste of money to get the holiday bundle since I already have Halo Reach and can just buy Fable 3 by itself.

Sorry, but I fail to see how this PC is in any way reliable. And I fail to believe that this PC can run Witcher 2 at all, let alone at 720p 30fps that the Xbox can run it at. You may be able to get the same specifications as the 360 for cheap, but the same specifications PC is worse than the console. Console games are optimised for that particular console, the specs are the same, so they can cut corners to make it run as fast as possible.
Also, you'll need Windows, which is another high priced item if you don't want to get into illegal territory, or run it on Linux which has some major performance problems reportedly.
The $130 in the PCMR post talks about it being suitable for a "young kid, Solitaire enthusiast, or someone who just needs a simple home server", which doesn't really sound like it's suitable for a demanding AAA title from 2011. The $265 Media Elite is better than the 360, but is more expensive than it (250GB 360 for $219 here), and does not contain peripherals (keyboards/mice, not required for the 360 as it's included) or an OS.
