I think the suggestion of using fabric to create the flowy look was great advice. If sewing a full costume isn't in the cards you could start with a really simple dress. Drape the fabric over/around how you like, then sew or maybe pin it into place.

We're going to a 90's themed party as Zack and Kelly from Saved By the Bell. I'm wearing a red top with The Max logo and an inexpensive short black skirt with white tennis shoes. I had to cut/hem the top and I might do the same for the skirt, it's still a super easy costume though. I have long brown hair so I don't need a wig but I think styling it to look like Kelly's will be the biggest challenge. My husband is wearing a 90's style t-shirt, jeans, tennis shoes, and black sunglasses. He's going to carry a big inflatable cell phone too.

Not only do we have silly laws about beer (can't buy it from the supermarket on Sundays in some places), but we actually have tools to help you drink absurd amounts of beer quickly. This includes beer funnels and the NSFW "Hard Plastic Boob Beer Funnel" where the drinking spout is shaped like a large human breast.

Then we have the media who likes to focus on the drunkards. Sixteen year olds with beer and a media that glamorizes drinking to excess ain't pretty.
